POSITION SUMMARY: The Vice President of Human Resources is responsible for leading and executing the human resources strategy to support the overall business plans and the organization's strategic direction in support of its mission
to improve the quality of life and provide inspiration and opportunity for people who are blind or visually impaired through employment, outreach, rehabilitation, education and research .
These responsibilities will be in accordance with the policies and practices of the Corporation, ethical business practices, and the laws, regulations, and administrative rulings of governmental organizations and other regulatory and advisory authorities and organizations, including NIB.
KEY RESPONSIBILITIES/ESSENTIAL FUNCTIONS INCLUDE: Managing and Directing the HR Function - Lead the human resource department and performance by providing direction, technical advice, and knowledge.
- Enhance or develop, implement, and enforce human resources policies and procedures for the organization by way of systems that will improve the overall operation and effectiveness of the corporation.
- Develop appropriate policies for effective management of the employees of Envision and subsidiaries.
Strategic Planning and Execution - Participate in the development of the corporation's plans and programs as a strategic partner, particularly from the perspective of the impact on employees.
- Translate the strategic and tactical business plans into HR strategic and operational plans.
Recruiting and Staffing - Develop human resource planning models to identify competency, knowledge, and talent gaps and to develop specific programs for the filling of the gaps.
- Develop staffing strategies and implement plans and programs to identify talent within and outside of Envision for positions of responsibility. Identify appropriate and effective external sources for candidates for all levels within the company.
- Continually assess the competitiveness of all programs and practices against the relevant comparable companies, industries, and markets.
- Responsible for the continuous improvement of the efficiency and effectiveness of the HR team.
- Responsible for the continuing education, professional and personal growth programs of Envision employees.
- Manage the budget and other financial measures of the Human Resources Department.
Talent Development - Develop and implement processes to effectively evaluate and support applicants and employees enable development and performance of all employees.
Training and Development - Develop programs to allow Envision to embrace applicants and employees of all backgrounds and to permit the full development and performance of all employees.
- Advise management regarding proper on-the-job training practices and continuous improvement to ensure all employees are properly trained for their jobs.
Compensation and Benefits - Develop progressive and proactive compensation and benefits programs to provide motivation, incentives, and rewards for effective performance.
- Manage the payroll and benefits administrative processes, including audits and reporting requirements for a multi-state employer.
Performance Management - Develop and implement processes to accurately evaluate performance and ensure feedback and accountability for performance for all employees.
- Ensure pay-for-performance and progressive discipline practices are implemented.
Employee Relations - Establish credibility throughout the organization with management and employees in order to a strategic advisor.
- Lead by example.
- Contribute to the evaluation of long-range planning of new programs/strategies and regulatory action as those items impact the attraction, motivation, development, and retention of the people resources of Envision.
Compliance - Maintain knowledge of current HR policies, programs, laws, and issues.
- Maintain knowledge of industry trends and employment legislation and ensure Envision compliance with Federal and State legislation pertaining to all personnel matters.
- Coordinate and direct legal counsel on HR & compliance related matters.
- Maintain compliance and reporting functions, diversity and affirmative action processes, and NIB compliance and reporting for labor.
- Support the HIPAA Compliance Officer.
- Direct development and implementation of HIPAA policies, procedures and programs to comply with HIPAA regulations as related to HR functions.
- Serve as the Ethics Officer for all Envision companies and divisions.
- Flexibility to perform other duties as assigned.
JOB REQUIREMENTS INCLUDE: Education: Bachelor’s Degree in HRM or Business Administration required, Master’s degree preferred.
Experience: Minimum of 10 to 15 years related industry experience. Operating in a multi state, Affirmative Action environment with heavy regulatory requirements.
Knowledge/Skills: - A strategic planner with strong organization and technical skills, analytical ability, good judgment, and strong operational focus.

- An articulate individual who can relate to people at all levels of an organization and possesses excellent communication skills.

- Diverse experiences in managing all areas of human resources.
Licenses/Certifications: PHR certification required,SPHR certification preferred.
