Doyon Government Group (DGG) provides design-build and general construction services, including demolition, new construction, renovations, and repairs, for government-owned facilities and military installations nationwide.

The Junior Proposal Manager is responsible for writing, organizing, and producing high-quality, compliant, and competitive proposals in response to Federal Government Requests for Proposals (RFPs), with a primary focus on Department of War and other federal agencies. This role partners closely with Business Development to support growth objectives by managing proposal strategy, content development, schedules, reviews, and production from opportunity identification through final submission.

ESSENTIAL FUNCTIONS:

  • Assists the Team with SharePoint organization and downloading solicitation documents
  • Maintain accurate opportunity information in the Company's SalesForce system.
  • Maintain bidding calendar for all bid teams.
  • Assists in all aspects of proposal development for strategic, high-value, and competitive federal opportunities
  • Researches, analyzes, interprets, and outlines Federal Government RFPs and related solicitation documents
  • Develops proposal outlines and page allocations based on evaluation criteria and scoring weights
  • Assists in the proposal strategy development and ensures proposals present a compelling, customer-focused narrative
  • Oversees and produces all required proposal components, which may include written, oral, cost, past performance, staffing, management, and technical volumes, demonstrations, and clarifications, as required by the RFP
  • Creates, manages, and maintains detailed proposal schedules, work plans, milestones, and production timelines
  • Coordinates daily proposal management activities and ensures timely author input and responsiveness to RFP requirements
  • Writes, edits, and formats proposal sections, including non-technical, management, past performance, quality control, staffing, and technical content, using research and standardized methodologies
  • Ensures proposal compliance with solicitation requirements, internal Doyon controls, external regulations, and approved sales methodologies
  • Leads and supports Color Team reviews and incorporates actionable feedback into final proposal submissions
  • Performs quality control reviews to ensure accuracy, consistency, completeness, and compliance across all proposal volumes
  • Coordinates with internal teams including Estimating, Contracts, HR, Legal, Accounting, and Operations to gather required inputs and approvals
  • Coordinates with Architects, Engineers, subcontractors, and trade partners to ensure alignment and consistency across technical and cost volumes
  • Maintains and updates proposal content libraries, resumes, project sheets, past performance references, and marketing materials
  • Reviews and edits staff resumes, project resumes, and corporate content in support of proposal efforts
  • Produces pricing and cost proposal materials in accordance with RFP specifications, in coordination with Estimating
  • Responds to Sources Sought Notices, Requests for Information (RFIs), and existing client proposal requests
  • Supports proposal production, including formatting, graphics coordination, and submission logistics
  • Performs other duties as assigned in support of Business Development and proposal operations

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of federal procurement processes, proposal compliance, and evaluation criteria with the ability to develop winning proposal strategies
  • Strong technical and non-technical writing, editing, proofreading, and content development skills for multiple proposal volumes
  • Ability to manage multiple proposals simultaneously, including schedules, work plans, production timelines, and cross-functional coordination
  • Proficiency in collaborating with internal teams, external partners, and remote resources to ensure alignment, accuracy, and quality of proposal content
  • Strong organizational, analytical, and communication skills to review, quality-check, and deliver compliant, compelling proposals

QUALIFICATIONS:

  • Bachelor's degree in English, Marketing, Communications, or a related field
  • Minimum of 13 years of experience supporting or managing federal government proposals, including Department of Defense or other federal agencies
  • Experience in writing and editing content, preferred proposals including non-technical and management sections
  • Experience working in a team setting
  • Experience with cost or pricing proposals is preferred
  • Good knowledge of federal procurement processes and proposal compliance requirements is preferred
  • Proficiency with Microsoft Office products and Adobe products (including InDesign), preferred experience with Salesforce or similar CRM
  • Strong organizational, communication, and time-management skills with the ability to manage multiple deadlines simultaneously

WORKING ENVIRONMENT: The majority of the work is performed in a professional office setting with a wide variety of people in differing functions, personalities and abilities.

PHYSICAL DEMANDS: The work is generally sedentary, requiring routine walking, standing, bending and carrying items weighing up to forty pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus. While performing the duties of this Job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms and talk or hear.

SALARY & BENEFITS: Salary range for this position is $55,000.00-$60,000.00 per year. Exact compensation will vary based on skills, experience, education, certifications, and work location. Employees are eligible to enroll in medical, vision, dental, flexible spending, employee assistance program, group and voluntary life and disability insurance and 401(k) retirement plan. Paid Time Off, 10 paid holidays, 5 bereavement and 10 jury duty paid leave.
