Site Safety and Health Officer (SSHO) - USACE/ NAVFAC Federal Projects

Estimated salary range: $95,000 to $135,000 per year. Actual compensation may vary depending on experience, certifications, project requirements, location, and internal alignment/level.

Doyon Management Services (DMS) provides design-build and general construction services nationwide for government and military facilities.

DMS is seeking an experienced Site Safety and Health Officer (SSHO) to lead safety programs on U.S. Army Corps of Engineers (USACE) or Naval Facilities Engineering Command (NAVFAC) federal construction projects.

Key Responsibilities

  • Develop, review, and manage Accident Prevention Plans (APP), Activity Hazard Analyses (AHA), and site-specific safety plans
  • Conduct site safety inspections, prepare reports, and enforce compliance with EM 385-1-1 and OSHA standards
  • Lead daily safety briefings, toolbox talks, and site safety meetings for employees and subcontractors
  • Coordinate safety efforts with Superintendents and Quality Control Managers on new Definable Features of Work (DFOW)
  • Investigate incidents, near misses, and accidents; complete required reports and implement corrective actions
  • Enforce all contract safety requirements and exercise stop-work authority when unsafe conditions exist

Qualifications

  • 7+ years of professional construction experience
  • Requires 3+ years serving as the SSHO on USACE or NAVFAC construction projects
  • OSHA 30 hour Construction Safety Certification or equivalent
  • Strong working knowledge of EM 385-1-1
  • Must be proficient with USACE RMS, NAVFAC QCS, or similar software for tracking inspections, incidents, and compliance
  • Must be proficient in Microsoft Office (Outlook, Excel, Word, Teams) and able to use independently
  • Strong communication, leadership, and documentation skills
