ABOUT THE POSITION
Under general supervision, assigns, directs and reviews the work of a small staff of Veterans Service Representatives; performs difficult, technical, and specialized support to veterans and family members in obtaining the full range of services and benefits they are entitled; performs related work as assigned.
DISTINGUISHING CHARACTERISTICS
This is the working lead level of the veterans services series, providing direction to veterans service support staff in addition to performing the most complex and technical veterans service work.
This is not considered a supervisory class in that the selection, evaluation, and discipline of employees is not assigned at this level. This class is distinguished from Veterans Service Officer in that the latter has overall management responsibility for all staff and for veterans services.
EXAMPLES OF DUTIES
Provides lead direction, training, work review and evaluation to a small technical support staff; provides input into employee selection, discipline and personnel actions; trains staff in County and unit policies and procedures; sets work priorities, coordinates and schedules assignment and establishes goals and objectives; provides information, advice, and counseling to veterans, surviving spouses, their dependents, and other interested parties concerning compensation, pension, education, vocational rehabilitation, insurance, hospitalization outpatient care, home loans, housing, tax exemptions, burial benefits and other benefits to which they may be entitled; refers clients to appropriate local, state or federal agencies and/or community services agencies in cases involving other veteran-related benefits; interprets and explains local, state or federal laws, rules and regulations pertaining to veterans benefits; acts as an advocate for the veteran and/or dependents by assisting in the preparation and presentation of claims and by representing the veterans or dependents before the Veterans Administration or other agencies in prosecuting claims or in appealing for benefits previously denied; advises and assists veterans and their surviving dependents in obtaining and presenting evidence to establish entitlement to veteran's benefits; makes home calls and visits to hospitals and convalescent homes to assist clients in completing and submitting necessary applications for veterans benefits; compiles activity reports for submission to the state and federal governments regarding number of claims and production figures by aid categories; attends meetings and addresses civic, veteran's and other community service organizations regarding veterans benefits; prepares bulletins and reports publicizing the program.
QUALIFICATIONS
Any combination of education and experience sufficient to directly demonstrate possession and application of the following:
Knowledge of: Benefits, services and programs available to veterans surviving spouses and dependents; applicable laws, rules and regulations; state, federal and community organizations available to provide services to veterans and their dependents; office administrative principles and practices, including filing, record keeping and the operation of standard office equipment; basic business data processing principles and the use of personal computing equipment; business arithmetic, including percentages and decimals.
Ability to: Apply principles of employee supervision, including assisting in selection, training, work evaluation and discipline; planning and assigning the work of staff; training staff in work procedures; coordinating multiple projects and meeting critical deadlines; exercising sound independent judgment within established guidelines; interpreting, explaining and applying complex rules and policies; acting as a successful advocate for veterans and their dependents; maintaining accurate files and records; researching and summarizing informational materials; preparing clear, concise and complete reports, correspondence and other written material; operating standard office equipment, including typing with sufficient skill to complete forms and enter information into a computer system; establishing and maintaining effective working relationship with those contacted in the course of the work.
These standards are typically attained with two years experience comparable to a Veterans Representative II.
IDEAL CANDIDATE
The position will have leadership experience and the ability to perform the duties as designee of the Veterans Service Officer in absence of that individual. The Senior Veterans Services Representative will have demonstrated commitment to assist Veterans and their dependents with claims for a minimum of 5 years. This experience may be through the Veterans Service Office or through a Veterans Service Organization.
SPECIAL REQUIREMENTS
Must possess a valid driver's license and comply with the County’s Drivers Policy.

• As part of the selection process, all individuals provided with a preliminary offer of employment with Shasta County will be subject to a background investigation, including a criminal history check (primarily completed through the taking of fingerprints). An image of your fingerprints will be captured and sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history, (if any), will be evaluated along with the other information received in connection with your application. • Positions in this classification are covered by a collective bargaining agreement between the County and the United Public Employees of California (UPEC) – General.
• Employees in this classification are covered under the CalPERS retirement program. Depending on the provisions of the California Public Employees’ Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62. An employee in this classification will also contribute 7% of his/her pay to this plan, or will contribute such other amount to the plan as authorized by PEPRA and other applicable laws.
