The Cost Estimator will support government related construction, design/build, and architecture and engineering projects involving the following areas:   • Analyzes drawings and other documentation to prepare time, cost, materials, and labor estimates • Assesses cost effectiveness of products, projects or services, tracking actual costs relative to contract award costs as the project develops. • Consults with clients, vendors, personnel in other departments or construction foremen to discuss and formulate estimates and resolve issues. • Confers with engineers, architects, owners, contractors and subcontractors on changes and adjustments to cost estimates. • Prepares estimates used by management for purposes such as planning, organizing, and scheduling work. • Prepares estimates for use in selecting vendors or subcontractors. • Identifying and quantifying cost factors, such as production time and raw material, equipment, and labor expenses. • Traveling to job sites to gather information on materials needed, labor requirements, and other factors. • Reading drawings and technical documents to prepare estimates. • Collaborating with engineers, architects, owners, and contractors on estimates. • Using sophisticated computer software to calculate estimates. • Evaluating a product’s cost effectiveness or profitability. • Recommending ways to make a product more cost effective or profitable. • Preparing estimates for the government agent and other Program Managers. • Assists in developing cost documents such as project management plans for the duration of the project. Responds to cost needs for the duration of the project. • Accurately predicts the cost, size, and duration of future construction and manufacturing projects. • Analyzing many inputs in order to determine how much time, money, and labor a project needs and how profitable it will be. • Using computer software, including databases, to simulate building construction. • Calculating the cost of the construction phase for which the contractor is responsible. • Identifying the direct costs, such as the cost of raw materials and the cost of labor, and set a timeline for how long the project will take.  Job Requirements: • Bachelor’s degree in an area such as economics, mathematics, building science, statistics, construction management, production management, accounting, finance or engineering. • Minimum of 10 years of experience as a planner/scheduler on construction projects. • Hold industry recognized certification such as a Certified Cost Professional (CCP), Earned Value Professional (EVP), Planning and Scheduling Professional (PSP), Project Management Institute-Scheduling Professional (PMI-SP), etc. • Excellent IT and math skills. • Good problem-solving skills. • The ability to pay close attention to detail. • Excellent communication and presentation skills. • Good project management skills. • Have a keen sense of business acumen and awareness. • An understanding of the importance of data confidentiality. • Ability to work independently. • The ability to organize work and meet deadlines. • Knowledge of regulations, price trends and exchange rates in building construction and associated trades. • Experience using industry software products used for cost estimating activities.   Must have an active secret clearance. The Project Scheduler will support government related construction, design/build, and architecture and engineering projects involving the following areas.   • Understanding of all phases in construction projects. • Developing and maintain schedules and integrated master schedules. • Developing project management plans. • Developing Work Breakdown Structure and activity coding. • Developing and/or incorporate schedule information from vendors (design, IT/AV, FF&E, security, move management, etc.) with general contractor schedule and master program schedule. • Providing detailed analysis of project schedules, from project inception, through the design phases to construction kickoff and completion. • Monitoring project progress and provide weekly status updates. • Creating schedule fragments for change or what-if scenarios. • Providing impact analysis of schedule changes, identify schedule variances and opportunities and proactively develop mitigation strategies for the Project Management team. • Utilizing schedule reporting and analysis features such as Claim Digger and time-distributed reports. • Coordinating meetings and briefings. • Organizing and maintaining data in clear accurate formats. • Preparing various planning documents/milestones including cost and execution milestones, construction schedules, furniture acquisition, alternative work space design and construction, and change order management. • Assisting team in gathering information and answering questions. • Monitoring schedule deviations and variances and assist in developing corrective actions. • Performing time impact analysis, and track changes that affect the schedule.  Job Requirements: • A Bachelor’s Degree in Construction Management, Architecture, Engineering, or related field. • 10 years scheduling experience in building construction projects. • Must possess working knowledge of Construction processes in accordance with the Federal Acquisition Regulation (FAR). • Must be proficient in latest versions of construction project software including but not limited to the latest versions of Primavera, Microsoft Project or Suretrak. • Knowledge of construction project process and other facilities management functional areas. • Excellent communication (verbal or writing) skills. • Ability to handle numerous tasks. • Expert in scheduling, critical path analysis, earned value management, and using scheduling software such as Microsoft Project and Primavera P6 for managing tasks, collaboration, managing timelines, measuring progress, and generating reports. • Experience producing and managing a resource/cost loaded schedule for the life cycle of a construction project from concept to engineering/design, to procurement and construction. • Proficient in MS Office Suite applications of MS Outlook, Word, Access, and PowerPoint, and is skilled at performing data evaluation, formulas and metrics in Excel. • Demonstrated analytical skills and problem solving acumen in the area of scheduling. • Government construction project experience preferred. • Having an understanding of policies, methods, and procedures that includes advanced Planning and Scheduling techniques, Risk Analysis, Risk Management, and support of project objectives. • Ability to work independently and interact professionally with Project Managers, team leaders, subcontractors and the Government Customers.   Must have an active Secret clearance. The Construction Project Manager – Mid Level will support government contract related projects, to include but not limited to construction, design/build, architecture and engineering, space management, facilities management, real estate, and leasing of large and complex construction projects. This position description provides a baseline of technical areas for the Construction Project Manager; however this list does not restrict performance requested on other related assignments. The general responsibilities of the Construction Project Manager include but not limited to:   As required, provide on-site construction management oversight during mobilization, site preparation, construction, fit-out, commissioning and occupancy. • Provides support in the planning, management direction, project completion, client satisfaction, and financial outcome of assigned construction projects. • Interfaces with clients to define project requirements. Majority of issues are tenant improvements and finishes. • Reviews schedule, and aligns project work plan and deadlines with requirements. • Monitors on-site processes, procedures, and systems for compliance with construction drawings, security requirements, and code compliance. • Coordinates and monitors the completion of activities in all phases of the project cycle. • Monitors and oversees the project design or construction effort, to include but not limited to risk management, security and safety compliance, etc. • Attends meetings (on-site/off-site or video conferencing), and provides official project status reports per the frequency required (daily, weekly, bi-weekly, etc.). • Assembles a high performance integrated project team when required, to include all stakeholders, manages communication, and manages expectations throughout the entire project. • Assists the Contracting Officer and COR with acquisition planning, technical reviews, execution, and administration. Collects requirements, prepares SOWs, conducts market research, and develops sole source justifications, as appropriate. Assist the government representative in reviewing documentation. • Provides project management support in any form, demonstrating compliance with all directives and other applicable standards to include, records management. Provides technical support on a daily basis to all customers, manages electronic documents, serves as the liaison for other customer groups related to all projects, provides expertise, monitors security related issues, and maintains a coordinating relationship with the government agency, its clients, and external partners to include the architect-engineers, construction contractors, and other contractors supporting the government. • Utilizes interpersonal skills to successfully work with all stakeholders including customers, regulators and property owners. • Directs all construction and administrative activities at the project site in accordance with pre-established policies, project schedules, budgets, drawings, specifications, and procedures. Attends site visits and/or pre-bid conferences, coordinates construction activities with other contractors and performs post occupancy evaluations. • Assists with the transition of projects to those customers responsible for ongoing maintenance of space. Job Requirements: • BA or BS degree with at least eight years of experience or ten years of experience in a construction, architecture, or engineering related field in lieu of the education requirement. • Experience with Microsoft Office and Industry Project software packages to include but not limited to latest versions of Microsoft Project, Primavera, AutoCADD, Revit, Prolog, etc. • Experience with coordinating with architects and engineers to create design and construction documents. Experience with reviewing design document submittals, reviewing cost and schedule estimates, collecting, preparing, and reporting programmatic information. • Fluent in project management principles and how to implement Project Management principles. • Ability to analyze all relevant project-related information and communicate project status and major issues in writing or verbally. • Ability to read and interpret drawings and specifications, interpret contract terms and conditions, working knowledge of CPM scheduling, communication skills, intermediate computer skills and Leadership skills. • Project Management of Federal Government construction projects is preferred. • Professional certifications are preferred to include but not be limited to Certified Construction Manager (CCM), Project Management Professional (PMP), American Institute of Architects (AIA), etc. Must have an active secret government clearance.
