Conduct Business Process Re-engineering and develop Operations Manuals to establish Business Operations/Fiscal Agent processes for claims processing, claims resolution/adjustments, claims pricing, claims payment, prior authorization, claimant eligibility support, and provider enrollment. Assist in interviewing and hiring of Business Operations/Fiscal Agent staff. Participate in the development of a Facility Plan to support the establishment of a facility for Business Operations. Participate in the development of a Contingency/Business Continuity Plan to support back-up plans for business operations in the event of a disaster/emergency. Develop Provider Manuals, Companion Guides, and Welcome Packages for Providers to be able to enroll and submit claims for payment. Develop Provider and Claimant Outreach plans and material and deliver outreach to Providers and Claimants. Establish Business Operations reports and report aids to ensure the contract Service Level Agreements (SLAs) are met. Develop Operational Readiness Review checklists. Train the Trainer on claims processing, claims resolution/adjustments, claims pricing, claims payment, prior authorization, claimant eligibility, and provider enrollment. Lead and conduct the Operational Readiness Review with the customer. Establish process for a ticketing system to resolve user and stakeholder issues during operations. Develop Assumption of Operations Plan. Assist in defining benchmarks and best practices for operational processes and procedures Assist with setting up operational claims processing facilities Work directly with the central mailroom and call center contractor(s) to ensure proper processes and procedures are developed and are in place MANDATORY SKILLS: A minimum of 4 years of experience with implementing and conducting business operations for a large-scale medical claims processing organization. B.S. in Information Technology, Business Operations, or similar technical degree. Working knowledge of best practice service delivery procedures and processes used to drive performance Following skills would be a “PLUS”: Experience working with the Federal Government preferred. Understanding of FISMA-Moderate security standards would be a plus. Experience in Business Process Engineering or Performance Management would be a plus.
