CNSI is seeking to hire a Senior System Analyst with a knowledge and experience in healthcare business domain for successful delivery of Operations and Technology initiatives. Candidate for this role will be supporting the system analysis and operations requirements working cohesively with other developers/leads/subject matter experts, database administrators, architects, data quality analysts, and other teams. Determine and identify high-level functional and technical requirements on the basis of interactions with the end user and knowledge of system architecture. Develop high-level system design diagrams for program design, coding, testing, debugging and documentation. Develop and implement moderate to complex web applications on one or more platforms. Strong analytic capability and the ability to create innovative solutions for range of business operations for Government and Healthcare clients. Responsible for coordinating and communicating with end users and internal teams for system issues/changes. Ability to prioritize well, communicate clearly, have a consistent track record of delivery and excellent software engineering skills. Work under the direction of Manager or Lead.         Who you are: You have a bachelor’s degree or Master's Degree with 7 – 11 years of software development or system analysis experience. In conjunction with the Project Manager, and with input from the cross-functional team, generate, publish and maintain an accurate a Master Schedule, using MS Project, showing the tasks and resources required to deliver on-time, per customer requirements and milestones. Work closely with IPMO, development, operations and other project teams to develop detailed schedules, keep these schedules current and seamlessly integrated into the Master Schedule. Provide hands-on development of layered schedules detailing how a specific project is progressing including how the project contributes to overarching program requirements and objectives. Develop and maintain linkages, dependencies and inter-dependencies with related projects. Identify major milestones, decision points, project life-cycle and other project events. Identify critical path and task dependencies.  Set and maintain the baseline schedule and track all changes to the baselined schedule. Perform ‘what if’ scenarios within the schedule. Liaise with cross-functional project team members and project manager to obtain required data to update schedules, including remaining work and estimated completion date (ECD) for planned tasks. Work in collaboration with Project Management team to drive consistency of the project scheduling approach to facilitate accuracy in project execution and reporting. Assist in defining and implementing industry standard schedule management processes and procedures. Develop schedule version control processes, policies, and procedures and ensure they are followed during the development and maintenance of schedules. Develop and maintain summary level schedule reports Gantt, PERT, milestone charts, and other project management tools used to support critical path analysis, near-term tasks work authorizations, priority based resource allocations, performance variances, and to support cost/schedule integration. Perform schedule estimating through elicitation of team members and other stakeholders to capture estimations of new work, updated actuals and remaining work. Champion and support continuous Risk Mitigation and Issue Management through schedule analysis. Track and inform the project team regarding upcoming tasks and status of work in progress. Assist with establishing and allocating resource pools, aggregating separately maintained project schedules into a consolidated view specifying dependencies and over/under allocation of staff between multiple separate tasks. Generate schedule reports based on planned vs actual work Develop and maintain Stop Light (red, yellow, green) report on tasks in progress (WIP). Troubleshoot and monitor potential scheduling problems and inform the project management team regarding scheduling conflicts/changes. Facilitate and participate in weekly schedule reviews and various other schedule related meetings. Maintain conformance to schedule metrics and measurements. Maintain accurate records/paperwork. Report on any action item blockers.  Collaborate with Action Item owners to drive action items to on-time completion.     MANDATORY SKILLS: Bachelor’s Degree with 3+ years of effective scheduling experience in projects with medium to high complexity. PMI-PMP, PMI-SP or equivalent certification preferable but not mandatory. Expert in various types of scheduling models with hands-on experience in developing, analyzing, maintaining, and tracking project schedules for large and complex projects using Microsoft Project 2010 or higher. Demonstrated experience with establishing and allocating resource pools, aggregating separately maintained project schedules into a consolidated view detailing. dependencies and over/under allocation of staff between multiple separate tasks. Deep working knowledge of critical path method scheduling. Experience with documenting, training and enforcing evolving scheduling standards.
