Senior Hardware Installation Technician (0207BH) (Lead or Supervising Network Engineer (N/E))
Seeking a contract senior network engineer (N/E) position to improve the level of service ActioNet provides to the Ready Reserve Fleet (RRF) Management System (RMS), the Maritime Administration (MARAD) and the greater mission of the Dept. of Transportation. The primary purpose of this position would be to act as a supervising network engineer that can work to standardize processes and procedures across the three operating regions, and to act as a single point of contact for all N/E efforts. As a more experience network engineer, the incumbent would be expected to review the current RMS network architecture and identify areas for improvement as well as to provide key insight into emerging technologies and how they may better fit the needs of the RMS. The incumbent would additionally have an expectation to travel routinely to meet with the regional N/Es and the crews and support personnel of MARAD as well as to travel in support of surge taskings of the RRF.
The contractor will provide operational support of shipboard IT systems via LogMeIn, scheduled periodic ship visits, and in direct response to urgent Help Desk requests. The contractor will install, maintain and support shipboard network including connectivity to the Internet and wireless services aboard MARAD ships. The contractor will determine the current operational status of the shipboard networks, hardware, software, and communications/replication equipment and perform required preventative/corrective maintenance. Shipboard replication is currently accomplished primarily through hardware and software procured from Globe Wireless Systems; however, this is subject to change. In the event repairs are required to any equipment under warranty or supported under a maintenance contract, the contractor will contact the appropriate maintenance organization or company and track the trouble call until it is resolved. Periodically, the contractor will be required to install Microsoft operating system upgrades (e.g., Windows 7), Microsoft Office software upgrades, web browsers (e.g., Internet Explorer), anti-virus software, and NS5 system upgrades, patches and scripts on shipboard systems. The contractor will provide dedicated staff to perform the following shipboard IT maintenance-related activities including:
- Support the configuration and upgrades of “Globe Wireless Integrator”, a remote IT systems management and voice/data communication router.
- Provide Help Desk technical support for shipboard RMS infrastructure issues.
- Install new IT hardware devices and upgrade existing equipment.
- Support installation of NS5 operating system software patches and upgrades and 3rd party software (including Java, and other DOT standard software).
- Support server/workstation disk storage management
- Maintain operation of back-up support devices for shipboard sites and the Logistics Support contractor.
- Facilitate shipboard Internet connections, as tasked.
- Support shipboard network architecture and equipment. The contractor may need to coordinate with other contractors in performing this activity, particularly with regard to interfacing with shipboard communications.
- Prepare and submit trip reports for all ship visits. Complete a Ship Visit Checklist (less activation-related items) as an attachment to the report.
- In the event of RRF ship activation, conduct a pre-activation visit to assess the current status of NS5. Complete the ship visit checklist, including activation-related items, and submit it to the RMS Program Office via e-mail.
- This task also includes NS5 GFE support (e.g., servers and laptops), as required, for the two MARAD Logistics Support contractor office sites and two Logistics Overhaul Teams.
Position Requirements:
- Bachelor’s degree from an accredited college or university in computer science, information systems, engineering or a mathematics-intensive discipline or an applicable technical training certificate from an accredited training institution. Military experience may be substituted in lieu of a degree.
- REQUIRES minimum 8-10 years of experience in an IT department multi-site context
- 5-7 years of demonstrated experience in the planning, design, development, implementation and technical support of multi-platform, multi-system networks to encompass diagnosing network performance shortcomings and designing and implementing performance improvements.
- Experience (5 year min) with telecommunications services and infrastructure (leased services, VPN services, etc.)
- Experience developing, implementing and supporting large scale multi-platform information systems
- Experience in developing and enhancing business intelligence solutions
- Experience in supporting custom and COTS application software
- Proven experience in change management
- Experience improving and automating business processes through the application of technology
- Excellent verbal and written communication and presentation skills
- Leadership and management of small teams and/or independent duty personnel
- Experience in a formal support organization using Tickets / System Requests to communicate break/fix needs
- Demonstrated experience with Information Technology Infrastructure Library (ITIL).
- Highly Desired – experience with US Navy, Coast Guard or civilian maritime operations
Software Expertise and Experience:
- Knowledgeable of MS/SQL (SQL Server) administration
- Proficient in the use of Microsoft Office Products: Word, PowerPoint, Excel, and Visio
- Proficient in the use of remote access and troubleshooting systems (i.e. BOMGAR, LMI)
- Preferred – experience with ABS Nautical Systems 5
Anticipated Tasks and Responsibilities:
- Manage the day-to-day activities of Regional N/E’s and coordinate work assignments
- Accountable for formulating and enforcing N/E work standards
- Provide inputs quarterly projected travel schedules for all N/E’s
- Review and submit Weekly Status Reports and site visit documentation
- Maintain and develop RMS processes/procedures and related documentation.
- Maintain inventory and coordinate installation, transfer or disposal of RMS equipment
- Installations, implementations, patches, hot fixes and upgrades to RMS software/hardware
- Assist Deputy Project Manager (DPM) with planning of deployment of NS5 databases and upgrades, implementing NS5 software releases, patches, scripts, hot fixes, etc. at MARAD NS5 sites.
- Oversee, and participate, as necessary, in the resolution of issues experienced by MARAD HQ NS5 users with their use of NS5 third-party utilities.
- Test/evaluate RMS server/workstation performance and propose hardware upgrades and software optimization techniques.
- Willing to travel approximately 8-10x yearly for periods of 2-5 days per trip (average)
