PROJECT OVERVIEW: The Office of the Chief of Naval Operations (CNO) Air Warfare Division (OPNAV N98) defines, develops, and funds aircraft requirements. N98 balances war fighting requirements with available financial resources to provide an investment strategy for Naval Aviation programs and to meet CNO readiness goals. JOB DESCRIPTION AND RESPONSIBILITIES: As the OPNAV (N98) DoD Requirements Management Qualification Training (RMQT) SME, determine appropriate level of training each OPNAV N98 member requires, direct/schedule each OPNAV N98 member for requisite training, and track the training status of each OPNAV N98 active duty, government civilian and contractor. Provide weekly summary of above to OPNAV N98. Serve as a SME to N98 personnel regarding Capability Requirements (CR), DODAF, JCIDS and Defense Acquisition documentation processes. Maintain master file/database of all OPNAV (N98) JCIDS documentation and current status. Develop training material such as briefs, guidebooks, writing guides, and one-on-one/one-on-many procedural and best-practices training sessions for DoDAF and RMQT for OPNAV (N98) staff and others. Provide periodic status report on JCIDS documents that are in staffing. Serve as a resource to OPNAV (N98) staff on JCIDS, CR and other requirements documentation matters. Assist in development of classroom, one-on-one and one-on-many procedural and best-practices training sessions for JCIDS, standard documentation, Defense Acquisition, Program Management, DODAF, and T&E expertise for OPNAV (N98) staff. Assist with program or situation specific JCIDS, Defense Acquisition, requirements documentation, DODAF, and DOD T&E requirements. Prepare briefing materials for use at Navy Capabilities Boards (NCB), Resources and Requirements Review Boards (R3B), and Joint/other reviews as required. REQUIRED SKILLS AND QUALIFICATIONS: Security Clearance: Top Secret Requires TOP SECRET clearance. 7 years’ experience analyzing inputs for, reviewing, drafting, and/or staffing OPNAV requirements documents and supporting documentation (Journeyman DoDAF architect who can create DODAF 2.0 views using specialized DoDAF software tools preferred). Engineering or business Bachelor’s degree Two years of DOD Program Office acquisition experience DESIRED SKILLS AND QUALIFICATIONS: Expert knowledge of Naval Aviation programs.
