CREW LEADER, TRAFFIC OPERATIONS Town of Christiansburg Public Works Department 41010 JOB SUMMARY Under the direct supervision of the Traffic Signal Maintenance Supervisor, the Traffic Signal Crew Leader is responsible for the daily planning, scheduling, assisting and supervision of full-time employees. Oversees the installation of pavement markings such as crosswalks, arrows, stop bars, line striping and the installation, maintenance and repair of signals and signs throughout the Town in accordance with the Manual on Uniform Traffic Control Devices (MUTCD). The Traffic Operations Crew Leader assists the GIS Coordinator with data collection in support of the Geographic Information System (GIS). ESSENTIAL FUNCTIONS Supervisory Duties : • Schedules work orders daily as assigned by Supervisor • Schedules assignments daily for the pavement marking crew • Schedules assignments daily for traffic signal crew • Schedules routine maintenance of traffic signal equipment* • Assist in training for new employees regarding MUTCD standards • Assist with incident investigation and written reports* • Assures productivity of the work crews (i.e. monitor break/lunch periods, begin/end daily work periods, and provide task oriented goals) • Designs and creates traffic signs using computer software and cutter/plotter* • Ensure subordinates follow Town Policies Safety Duties : • Counsel employees engaged in any unsafe or life threatening activity • Notifies Supervisor of all other safety concerns and issues • Ensures proper personal protective equipment is used properly* • Ensures proper safety practices are maintained* (i.e. ppe usage, work zone layout, lockout/tag out, etc.) • Ensures compliance with Town Safety Policies and Procedures* • Creates Work Zone pre-plans for Traffic/Sign/Signal Crew Operation Duties : • Performs maintenance on traffic signals thru the use of a bucket truck* • Operates a forklift to unload/load materials, such as sign blanks, prismatic coverings, signal heads, traffic cabinets, etc. • Operates a front-end loader to load various materials, such as manufactured stone, sand, excavated dirt, salt, etc. • Performs activities with a backhoe, such as excavation of earth for conduit installation, concrete pads and placement of ditch boxes* • Removes snow from Town maintained roadways, Fire Department, Police Department, Rescue Squad, Cemetery, Aquatic Center and Recreation Center parking lots in a dump truck* • Line striping: paints parking lot lines, handicap signage, arrows, stop bars and crosswalks with a walk-behind paint machine* • Fabricate sign coverings; creates street signs, regulatory, warning and other Town maintained signs with sign cutter machine* Maintenance Duties : • Repairs traffic signals and troubleshoots signal cabinets* (i.e. signal timing, loop delay) • Replaces filters on traffic signal cabinets annually* • Applies lubrication via grease fittings on heavy equipment • Replaces traffic signal LED and incandescent bulbs* • Installs and replaces traffic signal loops* • Performs oil changes in small equipment (i.e. generators, saws) • Coordinates tree trimming, brush trimming and other obstruction removal from signage • Repairs or replaces vandalized signs • Repairs or replaces mailboxes damaged by the Town * Denotes Essential Job Function JOB CONTEXT The Traffic Operations Crew Leader works 40 hours a week, 12 months per year, 8 hour shifts (8:00 am -4:30 pm, with a 30 minute lunch period) Monday-Friday. Unscheduled overtime and on-call duty is required of this position; employee arrives for emergency call-outs within 30 minutes of notification. Essential functions may require exposure to adverse environmental conditions such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, hazardous materials, heights, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, toxic agents, animal/wildlife attacks, animal/human bites, water hazards and rude/irate customers; however, the majority of the day (95%) is spent outside in adverse weather conditions: heat, cold, rain, snow, wind, etc. There is a moderate stress level associated with this position. The Traffic Division is exposed to high-speed traffic and other Work Zone related risks. The Traffic Operations Crew Leader will be required to sit, stand, walk, bend, lift, manipulate and carry weights up to 80lb with other physically demanding activities required to perform job duties. The Traffic Division Crew Leader will be required to travel for training to obtain and maintain required certifications. WORK PERFORMANCE The Traffic Operations Crew Leader is required to follow departmental expectations and adhere to all rules, regulations, policies and procedures in the Town of Christiansburg Personnel Handbook. Work performance is reviewed utilizing the Town’s employee performance review program following first 6 month probationary period. During this probationary period, the Traffic Operations Crew Leader must demonstrate a strong understanding of all that the job requires.
JOB REQUIREMENTS Upon hire, the Traffic Operations Crew Leader must: EDUCATION • High school diploma or GED equivalent; supplemented by three to five (3-5) years of experience in Traffic Control, Electrical or closely related field; or any equivalent combination which provides the requisite knowledge, skills and abilities for this position LICENSES AND CERTIFICATIONS • Valid Virginia Commercial Driver’s License (Class B minimum) including appropriate endorsements with the ability to meet and maintain Town insurability requirements • Ability to obtain/maintain Virginia Department of Transportation (VDOT) flagger certification After hire, the Traffic Operations Crew Leader must: • Obtain ISMA Work Zone Safety Certification, within 12 months of hire • Obtain IMSA Signs and Marking Specialist Level I Certification, within 18 months of hire • Obtain the IMSA Traffic Signal Technical Level I Certification, within 12 months of hire • Maintain Virginia Class B Commercial Driver’s License. Employee is to report any changes in driver licensing status (Passenger or CDL) to the Assistant Superintendent of Streets immediately KNOWLEDGE, SKILLS AND ABILITIES • Two (2) years driving experience • Experience with computers and software applications (Microsoft Office and other sign design software) • Exhibit excellent interpersonal skills • Effectively lead and direct the tasks of others in a safe, coordinated and cost efficient manner After hire, the Traffic Operations Crew Leader must: • Possess working knowledge of the Town’s traffic equipment (CPU, conflict monitors, etc.) • Possess knowledge of the Town’s Policies and Procedures • Possess knowledge of the Manual of Uniform Traffic Control Devices (MUTCD) • Possess knowledge with traffic operation software • Possess knowledge of OSHA Safety practices Ability to : • Determine, calculate, tabulate, or summarize date/information; performing subsequent actions in relation to these computational operations • Act as a first line supervisor, including instructing, reviewing work, maintaining standards, and coordinating activities • Operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials requiring complex and/or rapid adjustments • Utilize a wide variety of reference, descriptive, descriptive and/or design data and information as applicable • Perform addition, subtraction, multiplication and division with the ability to calculate decimals and percentages; perform mathematical operations with fractions; compute discount, interest, and ratios; calculate surface areas, volumes, weights, and measures • Apply principles of rational systems, interpret instructions furnished in written, oral, diagrammatic, or schedule form; exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives • Exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable of verifiable • Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. • Some tasks require the ability to communicate orally TOOLS AND EQUIPMENT • Hand tools (shovels, rakes, saws, drills, etc.) • Sign cutter • Fork lifts • Heavy equipment (backhoe, loaders, bobcats, bucket trucks, etc.) • Ditch boxes • Air quality monitors • Road saws • MARC computerized traffic software • Tractors with augers • Computer and software including Microsoft Office applications • Electrical (volt meter, etc.) • GPS data collection equipment SAFETY The employee shall adhere to Town of Christiansburg policies regarding safety precautions and the use of safety equipment that is necessary for the health and safety of all employees and citizens.
