Job Summary ** This position is dependent upon contract award** Position serves as a Program Analyst embedded within the Facility Management (FAC) department in the Operation & Maintenance (O&M) Contract Management section at the U.S. Embassy in Kabul. The O&M Contract Management section is supervised by the Senior Facility Manager or the Deputy Facility Manager and includes two Contracting Officer's Representatives (COR) and numerous Government Technical Monitors (GTM) and Subject Matter Experts (SME). Position is responsible for all administrative tasks related to the management and organization of the O&M contract and COR files. Responsibilities are primarily clerical and he/she is the Custodian for all O&M contract files, folders, correspondence, and forms. May perform in house or coordinate with outside entities to perform periodic surveys of property and facilities. Position will include infrequent travel to Camps Alvarado, Sullivan, and Qasemi. Principal Accountabilities (Typical duties include the following, although specific duties vary by assignment or contract) Collect and analyze data to evaluate operational difficulties and make recommendations to solve problems. Be responsible for using advanced qualitative and quantitative methods to analyze the effectiveness of organizational programs, and implementing study methods to evaluate the efficiency of complex program operations. Interview mission staff, observe work processes and gather data relating to operational practices and procedures for use in evaluating services provided and/or determining compliance with FMS goals and objectives. Develop and follow established modeling and evaluation processes to identify problem areas and develop solutions. Assist with program cost/price analysis, quality assurance, testing, training and acquisition services. Perform statistical analysis and interpret data collected relating to policies, procedures and operational practices to facilities systems and equipment. Provide recommendations and assists in the implementation of new techniques or procedures to improve methods of operations, strengthen controls, and effectively utilize resources. Knowledge & Skills Able to obtain a Secret Security Clearance. Experience & Education Bachelor's degree in Business, Computer Science or related field. Six (6) or more years of relevant experience. Physical Requirements/Working Environment Work in an austere environment Travel No travel required.
