CODE ENFORCEMENT INSPECTOR Town of Christiansburg Employment Status : Full-time FLSA Status : Non-Exempt Experience Required : 5 years of professional experience in code enforcement, building inspection, property maintenance inspection, or equivalent combination of education, certification, and training. Minimum Education Requirements : Associates Degree; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Direct Supervisor : Building Official Supervisory Responsibility : None Primary Work Location : Town Administration Building and project sites Certifications : Virginia certifications as specified JOB SUMMARY : The Town of Christiansburg seeks a qualified candidate for the position of Code Enforcement Inspector. The person in the position is responsible for the enforcement of Property Maintenance codes, Building Codes, and Town of Christiansburg ordinances relating to inoperable vehicles, weeds, tall grass, and junk/debris, etc. In addition, this position shall be responsible for determining the presence of health hazards, nuisance violations, unsafe building conditions and violations of any health, building or land use regulation, statute or ordinance. Aid property owners in the abatement of nuisance. ESSENTIAL FUNCTIONS : Duties include, but are not limited, to : • Conducts investigations of reported code violations on private and public property; determines if other violations are present at the reported property. • Conducts property inspections for possible violations of Town code and/or ordinance. • Issues warnings, correction notices, and notice of violation. • Assists with cases for hearing and trials by preparing reports, notice of violation, and case history documentation for code violation cases to be processed in court, which may include giving testimony as a witness on behalf of the Town of Christiansburg. • Forwards code violation notices and actions to appropriate Town departments to handle citation and enforcement. • Tracks progress of violations and compliance. • Monitors an assigned geographical area to identify code violations. • Maintains all warning, notice, inspection and violation records. • Assists Building Official as necessary with any non-licensed / permitted work inspections and serving of notices. • Assist the building inspections department with residential building inspections as needed. • Research property ownership, land characteristics, and occupancy status utilizing internal and external database systems, including internet resources and Town records. • Must be able to read and interpret maps, plats, codes, ordinances and regulations. Complies with all applicable department security and safety rules, regulations and standards pertaining to vehicles and personal safety. • Performs other duties as assigned. • Research property ownership, land characteristics, and occupancy status utilizing internal and external database systems, including internet resources and Town records. • Conveys a positive professional image by action, communication and appearance. KNOWLEDGE, SKILLS AND ABILITIES KNOWLEDGE : • Town Code, policies, and procedures. • Property Maintenance, Building, and municipal codes. • Legal procedures related to enforcement of ordinances and codes. • Residential construction and building inspection. • Specific knowledge in HVAC, Electrical, and Mechanical trades is desired. SKILLS : • Analyze research to determine applicable ordinances, codes, regulations and statues. • General computer operations, ie. Microsoft Office software. • Office machines, such as scanner, computer, copier and fax machine. • Establish and maintain an effective working relationship with all levels of Town management, officials, staff, and the general public. • Communicate effectively in person, telephone, writing and by e-mail with all levels of Town management, officials, staff and the general public. • Meet deadlines efficiently by applying knowledge of the procedures to fulfill essential job duties • Provide excellent public relations and customer service skills. • Work in a multi-task environment. • Ability to organize, prioritize, and carry out office work with minimal supervision. ABILITIES : • Conducts field inspections throughout the Town for property maintenance, building, and municipal code compliance including residential, commercial, and industrial properties. • Performs a variety of administrative tasks in support of inspection work, including making and returning phone calls, prioritizing and completing assigned inspections, completing daily log sheets, preparing inspection files, monthly reports, letters, etc.; enters information collected into database; maintains all related records and files. • Prepares or completes various forms, reports, correspondence, site inspection reports, violation letters, complaint reports, time sheets, and/or other documents. • Prepare factual reports and present same to appropriate board or commission. • Operates a motor vehicle, personal computer, various software programs including Microsoft Office, general office equipment, or other equipment necessary to complete essential functions. • Enforce ordinances and regulations with firmness, tact and impartiality. • Establish and maintain effective working relationships with contractors, public officials, associates, and the general public. • Strong written, oral communication, and interpersonal skills with the ability to communicate clearly and effectively. • Willingness and ability to consistently provide a high level of customer service to the public through tactful but firm facilitation of code compliance as necessary. • Possess or obtain and maintain the Virginia certification of “Property Maintenance and Housing Inspector” within 6 months of hire. • Possess or obtain and maintain the appropriate Virginia certification of “Combination Residential Inspector” within 18 months of hire. • Must possess a valid Virginia driver’s license.
