Job Summary The Senior Business Manager is responsible for support of various aspects of Program Management activities of large, complex contracts to ensure timely and cost effective accomplishments of contractual commitments. The general scope of this position includes primarily Contract Administration, Accounting and Human Resources functions to ensure compliance with contract requirements. Specific job duties will vary by contract assignment. Principal Accountabilities (Typical duties include the following, although specific duties vary by assignment or contract.) Manages and integrates daily work assignments for contract and subcontract management, financial management, and human resource management. Establishes program procurement and property control policies and provides management oversight of all procurement, subcontract, and property control functions. Ensures program is in compliance with contract requirements and company policy and procedures. Develops and maintains budget for assigned departments. Prepares the Program Operating Budget, budget reports and various financial performance reports as requested. Responds to internal and external inquires of financial data and audits. Analyzes contract performance to provide variances for bid, budget and forecast. Provides direct management, guidance and supervision to Payroll to ensure the department is functioning properly. Prepares and reviews employees Foreign Service Agreements (FSA), AWD increases and other various contract modifications as needed to ensure the proposed compensation is IAW the proposed labor category. Reviews and authorizes billing invoices and ensures payment is received timely. Reviews and approves Expense Reports. Conducts on-going reviews of all program financial systems to ensure compliance with the applicable regulations, policies and contractual requirements. Conducts cost, schedule, contract performance, variance and risk analysis. Performs other qualified duties as assigned. Knowledge & Skills Advanced knowledge of Service Contract Act and Davis Bacon Act (if required by contract). Advanced knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFAR), Cost Accounting Standards (CAS), and related federal and state legislation and regulations. Knowledge of accounting that includes spreadsheets and relational database programs. Strong analytical skills to oversee total operations of the organization. Strong organizational skills to manage multiple conflicting priorities Knowledge of human resource laws concerning federal and state regulations. Strong working knowledge of PeopleSoft software applications. Ability to negotiate with suppliers to achieve best quality, price and delivery of goods and services. Excellent verbal and written communication skills. Ability to obtain and maintain a Secret Security Clearance. Experience & Education BS degree in Accounting or Finance, or combination equivalent of education and experience. 10-15 years finance, payroll, accounting, and human resources combined experience in the defense services industry or comparable commercial industry. 5+ years previous experience managing a government contract. Physical Requirements/Working Environment Works in normal office environment. Travel Generally very limited travel is required.
