JOB SUMMARY CBRE|HEERY is looking for a Sr. Construction Project Manager to lead Higher Education programs and projects in the College Park, Md. area. The purpose of this position is to monitor large, complex construction projects for clients, with direct accountability for project delivery. ESSENTIAL DUTIES AND RESPONSIBILITIES Provides leadership and management of project management and project support staff and is responsible for successfully executing assigned projects, from the pre-design through construction, equipping and project closeout. Number of project managers, project associates and project coordinators reporting directly to incumbent varies from one to three; individual projects may be major renovation or new construction, are of varying building types and are executed via various project delivery methods. This position will provide project management and leadership for either College Park or Client Institution (Service Center) campuses. Provides leadership and guidance to project manager/associates and project coordinator positions. Responsible for insuring they receive appropriate level of training in the execution of capital projects from the pre-design stage through construction, equipping and project closeout to comply with the department's succession planning initiative. Responsible for all human resources related activities, e.g., performance management, discipline, training, staffing and ensures actions comply with regulations and policies.
Oversees the management and administration of pre-design, design, construction, capital equipment, move-in, start-up and commissioning services. Confirms that appropriate authorization and funding is in place before activities begin and monitors financial performance. Assures that all necessary jurisdictional approvals are obtained and that all applicable codes and standards are met.
Provides overall project cost control, schedule management and quality assurance forprojects. Responsible for anticipating and resolving potential problems that mayjeopardize project success. Assures that projects adhere to approved scope, arecompleted within budget, on schedule and at the prescribed level of quality. Assurescompliance with sustainability and construction technology (i.e.. BIM). Providesleadership to various individuals associated each project which may include: technicalteam, consultants, inspectors, support staff and maintenance and operations staff.
Responsible for the preparation of the documents required by Procurement forsoliciting design, construction and capital equipment services. Frequently leads RFPtechnical evaluation and price negotiations. Proactively develops relationships withkey project stakeholders: other technical and administrative units, jurisdictionalapproval agencies, and influential university community members to support projectmanagement activities and facilitate timely resolution of project challenges.
Maintains project records and produces various reports. Maintains critical projectinformation in an automated project management system. Demonstrates safe workpractices and promptly reports accidents/incidents, safety hazards and safetyviolations to the appropriate parties. Other duties as assigned.
Conduct periodic site visits to monitor the progress of construction, review status of work completed during the period covered, review that work is generally proceeding in a good and workmanlike manner and in general accordance with the approved drawings and specifications. Review contractors' direct cost payment requisitions and budget status, review of subcontracts, bonds/subcontractor default insurance, review of change orders, review of Developer's monthly Job Cost Reports, opine on adequacy of contingency, review of construction and disbursement schedules, review of lien waiver and other documentation submitted by the Developer. Prepare Project Status Reports and recommend the release of construction funds. Review contract drawings and specifications and opine for completeness and general compliance with commonly accepted architectural /engineering best practices. Analyze the Developer's direct and indirect cost budget including cost estimate back-up and coordinate with the Cost Advisory group performing parameter estimates, spot quantity take-offs and review of supporting documentation submitted by the Developer, contractor and subcontractors. Review and make relevant comments concerning the terms of the construction agreement, the submitted subcontracts, architectural and engineering design agreements, building loan agreement as well as review both Contractor and Architect's qualification statements. Review and comment on construction and disbursement schedules as well as other submitted document including but not limited to: zoning approvals, certified surveys, building permits and approvals, utility company approval letters, soil and foundation engineering reports, and designer's certification of code and ADA compliance. Prepare Construction Risk Assessment Reports. Other important skills needed to successfully perform this job: Ability to lead and
supervise professional staff in the management and implementation of multiple construction
projects. Must possess thorough knowledge of construction management practices. Ability to effectively communicate (in oral and written form) and to use a
computer for email, correspondence, reports, spreadsheets and automated project
management systems. Ability to create management reports. Ability to coordinate work with customer departments, campus administration,
designers, other project managers, government agencies, and other service and
support agencies. Ability to manage project finances, create and review estimates, negotiate
contract change order with a/E firms and contractors, and to develop and manage
value-engineering efforts. Ability to perform contractor and A/E evaluations. Ability to review construction drawings and specification for
constructability. Knowledge of national, state and local codes and regulations applicable to
the design and construction of facilities. Ability to function in a team oriented environment, taking on new tasks with
enthusiasm and energy.
Other duties as assigned. SUPERVISORY RESPONSIBILITIES May supervise up to 3 Project Managers/Associates and one Project Coordinator.
Provides informal assistance such as technical guidance, and/or training to coworkers. May lead project teams and/or plan, and supervise assignments of lower level employees.
QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and EXPERIENCE Bachelor's degree in Architecture, Engineering, Construction Management, or related field. Minimum eight or more years' construction administration, architecture, engineering or similar experience. Preferred: Minimum of ten (10) years of progressively responsible
related experience, which includes managing multiple renovation projects ,
large new construction projects, and managing A/E (design) consultant services
and construction administration. Five (5) years must have been in a position
for project leadership managing and coordinating project team activities and
three (3) of supervisory experience.
CERTIFICATES and/or LICENSES Licensure as either a Professional Engineer or Registered Architect is desired. COMMUNICATION SKILLS Excellent written and verbal communication skills. Strong organizational and analytical skills. Ability to provide efficient, timely, reliable and courteous service to customers. Ability to effectively present information. FINANCIAL KNOWLEDGE Requires in-depth knowledge of financial terms and principles. Ability to calculate complex figures. Ability to forecast and prepare budgets. Conducts financial/business analysis including the preparation of reports. REASONING ABILITY Ability to solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions for a growing matrix-based multi-industry sales environment. Draws upon the analysis of others and makes recommendations that have a direct impact on the company. OTHER SKILLS and ABILITIES Intermediate skills with Microsoft Office Suite. Ability to read and understand architectural drawings. Knowledge in MS Project, leases, contracts, and construction practices. Knowledge of the entitlement/permitting process and construction delivery methods and agreements. Familiarity with construction best practices, general building codes, and various building types and systems. Passion for being detail oriented and highly organized SCOPE OF RESPONSIBILITY Decisions made with in-depth understanding and interpretation of procedures, company policies and business practices to achieve general results. Responsible for setting department deadlines. Errors in judgment may cause long-term impact to co-workers, supervisor, department and/or line of business.
