* Act as Team Lead.
* Perform complex, high-risk, insider threat, high level security investigations and adjudication recommendations.
* Independently develop various types of manuals, forms, instructions to facilitate the operation of the FBI Security Program. Participate in special projects such as planning the implementation of new or revised programs.
* Conduct exhaustive and extensive checks in accordance with the FISs, Federal guidelines, policies, and procedures. Demonstrate innovative and imaginative approaches to problem solving that adds to the quality and quantity of relevant data recovered in assigned cases.
* Initiate or perform extensive FBI indices checks and arrest record checks to obtain pertinent and identify information for the cases.
* Coordinate the submission of resulting investigative information. Review and critically analyze investigative reports and correspondences from the field for conformance to numerous administrative requirements as to format and content, and to ensure investigation is adequate, ensure denoted leads have been completely covered, and procedures have been conducted in accordance with FBI regulations and policies. Determine inadequacies and transmit additional specific instructions and leads to the field, recommend additional investigation, and eliminate the termination of unproductive methods or processes.
* Prepare and submit a response in writing or verbally, to recommend adjudication as to the approval, denial, or revocation of security clearance and authorizations for appropriate SecD units to determine the final adjudication. Prepare outgoing communications to transmit recommendations with supporting analysis and data.
* Participate in the formulation, preparation, and direction of new and revised rules, regulations, guidelines, processes, and procedures in relation to the personnel security programs. Provide recommendations and suggestions affecting personnel security program missions, review program material, and provide feedback to the Security Officer or FBI HQ to ensure effectiveness and efficiency of programmatic goals and operations.
* Ensure that Government and applicable personnel are properly appraised of potential security risks and vulnerabilities in which approved level of security clearance and access authorizations may expose them to. Ensure individuals are properly debriefed.
* Engage with internal and external customers on personnel security to ensure the assigned program and project is fully integrated; leverage current threat intelligence to enhance or modify procedures.
* Request, receive, scrutinizes and analyze the Government Investigative files and related material to determine, isolate, develop and extract all possible identifying or linking information, matching records, questionable/overlapping elements, and viable avenues of investigative pursuit, which could have a bearing on individual's ability to hold a security clearance.
* Conduct background investigations of individuals who would occupy positions where a determination of suitability for employment or access to classified information is required. Prepare reports on investigations resulting from interviews conducted during background investigations. Draft summary sheets on the results of investigations for all assigned cases. In case of derogatory information, draft a detailed evaluation of the adverse information. When information is insufficient to make a recommendation regarding the disposition of the case, draft a list of recommended questions for lines of inquiry for follow on investigations. Assist in making recommendations for adjudication of personal background investigations for employment with the Government and issuance of a security clearance.
* Review and analyze various Government investigative files and related material to determine and extract all possible identifying information, matching records, questionable or overlapping elements and other areas of investigative consideration, which could have a bearing on an individual's reliability, trustworthiness, and loyalty.
* Conduct Personnel Security Interviews (PSIs) as determined during the course of the security investigation, in conjunction with information developed or per the request of the Government's HQ.
* Prepare a detailed analysis of all information developed, supporting analysis and recommendations to initiate further investigation, and any additional security concerns and recommendations based on this information, which would include remedial or precautionary action to meet minimum security standards.
* Conduct security briefings, which include Security Awareness and Hostile Threat. Revise security briefings based on the specific issues developed and security requirements Advise supervisor of potentially controversial matters or those matters with far reaching implications.
* Coordinate with FOs for submission of investigation information. Examine and critically analyze investigative reports and correspondence from the FOs for conformance to administrative requirements as to format and content, and to ensure the investigation is adequate, denoted leads have been sufficiently covered, and procedures have been conducted in accordance with Government regulations and policies. Note inadequacies and transmit additional instructions to the field, recommending additional investigation and the elimination of unproductive procedures.
* Recommend new methods and procedures for passing and affirming clearances between and among all Federal Government agencies participating in the Intelligence Community in accordance with Intelligence Community (IC) Directives, Regulations, Federal Investigative Standards, and Executive and DOJ Orders.
* Perform security assessment investigations and provide recommendations to Government HQ.
* Upload all official documents into the defined system of record, management, workflow, or tracking systems, files, and sub-files.
* Serve as expert on project teams.
* Critical thinking and analysis utilized for completion of written documentation and oral presentations.
* Analyze the results of investigations to include results of interviews and polygraph examinations to ensure that all issues have been resolved, that gaps in information have been adequately covered, and that areas of concern have been completely addressed in order to efficiently and effectively support a determination of an individual's eligibility for access to national security information as defined in the SEAD 4 or access to the Government spaces.
* Ensure cases are handled in compliance with the Government policies and legal requirements. Determine the adequacy of reporting information to develop and set forth leads and provide guidance to the field during course of investigations. Adherence to DOJ Orders and the Government regulations and instructions affecting the conduction of background investigations.
A Personnel Security Specialist 5 must meet the following qualifications:
Must have a current Top Secret (TS) Security Clearance and must be capable of obtaining Sensitive Compartmented Information (SCI) access that includes a requirement to pass a security CI polygraph exam.
* Must have a Bachelor's Degree with two (2) years of experience or an Associate's Degree with four (4) years of experience.
* Must have seven (7) years of experience in the personnel security investigative or investigative analyst field.
* Must have eight (8) plus years of experience in federal law enforcement (LE) or (10) plus years of experience working in the personnel security field; prior security management experience preferred.
* Must possess technical training|certification as an investigator and/or adjudicator is required.
* Must have demonstrated oral and written communications skills to functionally conduct interviews, security briefings, discuss analysis and opinion in a concise, logical and objective manner, and prepare written communications setting forth analyses and recommendations.
* Must possess thorough knowledge of the indices systems, various record check systems, and file review processes in order to develop and extract the most complete and accurate information relative to the subject as possible.
* Must have demonstrated analytical ability in order to extensively analyze various types of materials, including investigative reports, to develop information regarding security vulnerabilities; to develop investigative leads; to propose a recommendation as to the approval, denial, or revocation of security clearances.
For Former Federal Law Enforcement
* Must have the most recent five-years of experience shall be directly-related to analyzing investigations, record checks, and other information as necessary for the purpose of making a written record of the accuracy and completeness of the investigation.
* Must have experience conducting record checks utilizing Intelligence Community (IC) and third party Information Technology (IT) systems; prepare and type clear concise written reports in a timely manner, free of grammatical and spelling errors; make effective recommendations for personnel security adjudications based on and expert examination of the facts and supporting evidence; and conduct open source Internet checks in support of investigations.
* Must have experience conducting, directing, or evaluating TS|Secret investigations with preferred experience in counterintelligence|espionage, counterterrorism, criminal matters, and personnel security investigations.
* Must possess demonstrated skills and knowledge regarding criminal and civil law and procedures, and enforcement operations; have documented extensive, combined with on-the-job training, as proof of the skills and knowledge to perform the duties of a federal investigative analyst consultant.
* Must have served as a senior investigator responsible for planning and directing broad investigations of national or international scope; providing administrative and technical supervision over a staff of journeyman level criminal investigators.
* Must have documented experience planning, organizing, administering, and coordinating the full spectrum of investigative activities; and representing an organization as a recognized authority in the investigative field at conferences, meetings, and presentations involving issues of considerable importance.
