The Payroll Manager is responsible for the day-to-day administration of FSA's Payroll department, procedures and systems. Summary of Essential Job Functions: * Processes bi-weekly payroll cycle from start to finish. * Acts as primary point of contact for all payroll related issues. * Analyzes/audits, prepares and inputs payroll data as needed. Uses automated systems to produce accurate and timely payroll (ADP, Deltek T&E, Costpoint). * Contacts managers, employees, and Human Resources Business Partners (HRBP) to assist with completion of bi-weekly payroll run (missing timesheets, timesheet errors, etc). * Ensures compliance with all applicable state and federal wage and hour laws and taxes. * Processes payroll data to ADP bi-weekly. * Validates the accuracy of all data entry (payroll and taxes) * Runs internal management reports from Cognos software. Ensures quality and accuracy of data. * Ensures taxes are set up accurately. Researches, reports and resolves all tax related issues and questions in a timely fashion. * Completes quarterly tax reporting. * Ensures accurate ADP to Costpoint reconciliation. * Performs Time and Expense system administration * Performs various journal entries, account reconciliations, and provides General Ledger support * Manages Timekeeping Specialist. * Performs account reconciliation and research for all Payroll matters. * Compiles various timesheet statistics, to include data for monthly Program Management Review (PMR). * Other duties as assigned. Minimum Educational Requirements: * Bachelor's degree in Finance or related field Skills/Qualifications Required: * Minimum of 5 years of experience in the processing of payroll. Experience processing the payroll for a federal contracting organization is preferred * Must have experience in a supervisory/managing payroll role * Must maintain current knowledge of applicable state and federal wage and hour laws. * Must maintain current on Payroll systems to achieve alignment with HR benefits and other related and to ensure effective accounting support. * Must facilitate management and employee understanding of payroll procedures, and focus on: * Customer Service * Problem Resolution * Process Improvement * Planning and organization: an ability to plan and manage multiple projects. * Strong customer orientation. * Attention to detail. * Problem analysis and problem resolution. * Excellent interpersonal and communication skills. * High performance teams and a strong team player. * Computer proficiency: Word, Excel and Power Point.
