WSP is a global consulting firm assisting public and private clients to plan, develop, design, construct, operate and maintain thousands of critical infrastructure projects around the world. WSP is seeking an experienced and motivated Texas Program Leader for our Water Resources Team. This position will be located in WSP's Houston, TX office.
As Program Leader, the individual will be responsible for leading a substantial group of water resource and drainage engineers in meeting the complex demands of exciting infrastructure projects in the water, environment, transportation, and energy markets. The Leader will apply expertise in drainage planning and design, project management, program and staff development, and client development and management to deliver excellent projects for WSP. Excellent written and verbal communication skills are a must!
Duties and Responsibilities:
Grow and diversify the water resource practice throughout Texas with a focus on: transportation and flood control project
Create a strategic direction and lead the water resource team
Work with Regional and Area managers in balancing workload across the regions and local Area Managers in pursuing business development opportunities
Participate in projects, either as a project manager, technical or subject matter expert with a reasonable level of billable utilization on major projects
Overseeing the management, growth and development of the water resources operations, as well as performance of the projects
Providing local focus, direction and leadership for WSP’s water resource practice, partnering closely with leaders in other regions and sectors
Hiring, leading, managing and developing the local water resource managers
Elevating the profile of WSP by developing a culture of technical excellence and innovation and supporting the team in Participation on professional associations, boards and committees
Pursuing awards on behalf of our clients
Speaking at conferences, publishing papers, and gaining professional certifications and accreditation
Providing overall leadership for the water resource practice
Business Management, Development and Client Relationship Management:
Working with local Area Managers to identify, develop and pursue new opportunities
Coordinating, developing and overseeing appropriate interaction with internal WSP partners
Overseeing the strategy and growth of the water resources team, including revenue and bottom line delivery of projects
Recruiting and developing talent for the various teams in the area
Motivating the team to achieve success in both sales and project delivery
Overseeing the delivery of high-quality products and deliverables
Managing and deploying resources to successfully pursue specific projects and strategic opportunities
Overseeing employee development program, including performance planning and evaluation, training, and succession planning
Improving the diversity of our team to better reflect the clients and communities that we serve and seek to serve
Representing the firm in the market through involvement in client and industry events and associations to promote intelligence gathering and pipeline development
Seek out opportunities to grow the business through cross-sectoral collaboration with Transportation & Infrastructure, Power & Energy, Buildings, and Water & Environment
Participating in negotiations to secure contract awards
Instilling a culture and systems to ensure excellent product deliverables
Conducting client audits and ensuring resolution of project issues

Four-year degree in water resource engineering or relevant field or engineering
Licensed Texas Professional Engineer
15+ years of experience in the water industry, focusing on any of the following Business and Operations Management
At least 10 years of managerial experience with increasing responsibility
Demonstrated ability to lead and grow a water resources practice and team
Demonstrated ability to balance solid management/leadership skills, including the ability to supervise and develop staff remotely
Demonstrated passion for winning and the ability to instill passion in others
Knowledge of politics that are relevant to water resource projects
Keen understanding of the competitive environment and regional players
Established client relationships and industry contacts, and the ability to develop new relationships
Sound decision-making abilities, strategic and visionary thinking, and creative business development capabilities across a multi-disciplined practice
Ability to effectively manage multiple tasks and projects
Good writing, verbal, and presentation skills
Preferred Qualifications :
Advanced degree(s) in civil engineering or another related field preferred
Other professional registrations/certifications appropriate for the industry
Familiarity and relevant work experience using various hydrologic and hydraulic modeling software (e.g., HEC-HMS, HEC-RAS 1D/2D, HydroCAD, TR-55, HY-22 and PCSWMM)
