Job Summary Technical expert and advisor for the USAF Munitions Surveillance Program (MSP). Appointed as the focal point for managing all the Department's MSP and inspectors' qualification/certification program, as addressed in T.O. 11A-1-10 and AFI 21-201. Also performs surveillance inspections of munitions to determine and identify serviceability, potential hazards, and possible deterioration. This may include measuring, observing, inspecting, testing, analyzing, classifying, and recording inspection results of inspections in the Combat Ammunition System (CAS). Carries out all duties in accordance with DynCorp International ISO 9001, Quality and Safety Standards. Principal Accountabilities Diligently manages the MSP in accordance with T.O. 11 A-1-10 and AFI 21-201 to include training, certification, and evaluations of all assigned Munitions Inspectors to assure optimum reliance of the munitions stockpile. Advises the Munitions Superintendent about all aspects of the MSP with recommended actions. Monitors surveillance actions and performance of assigned Inspectors to avert negative trends. Works closely with the Munitions Production Supervisor in the development of the yearly MSP schedule. Operates and analyzes applicable CAS reports to ensure they reflect total accuracy of the stockpile. Inspects munitions and containers in accordance with 11 A-1-10, and other applicable technical directives. Consistently observes and enforces all USAF and host nation explosives safety, AFOSH, and security standards during all munitions operations in assigned site and temporary duty locations. In the event of an emergency, takes necessary control measures with timely response actions. Conducts all munitions work according to established quality processes and technical standards, identifying potential problems and implementing timely, long term solutions. Accurately documents all serviceability and accountability actions in a timely manner. Coordinates with Accountability Section and USAF MASO to resolve all serviceability and accountability discrepancies noted during any of the surveillance and/or inventory operations. Conducts warehouse inventories and corrects any discrepancies, analyzing any potential negative trends. Ensures USAF custody accounts are an integral part of the department master surveillance program. Oversees the inspection and certification of munitions, brass, residue, and containers in accordance with 11 A-1-60. Reconditions, repairs, and replaces defective or missing parts of munitions and containers. Performs munitions storage warehousing actions according to DOD/USAF explosives standards. Evaluates munitions production and equipment performance to identify negative trends and solutions. Inspects and operates electronic test equipment, metal strapping equipment, stencil machines, heat sealers, pneumatic paint guns, air compressors and power tools according to established standards. Prepares and delivers general and explosives safety briefings prior to initiating an explosives operation. Works necessary hours, to include stand-by duties, to support mission requirements during peacetime and combat contingencies. Performs other duties as assigned by the Munitions Superintendent. Knowledge & Skills Knowledge of the USAF Supply and Tech Order systems. Must be computer literate to include high proficiency using CAS and knowledgeable with accountability standards. Normal color perception and depth of vision. Must be capable of obtaining a host nation driver's license. Experience & Education Minimum 7 years' experience on Military Munitions; combined experience with USAF inspection procedures, CAS, storage, maintenance of munitions and MMHE. Minimum of five years combined supervisory experience in USAF munitions activities. Meet USAF Munitions Inspector qualifications in accordance with 11 A-1-10 and AFI 21-201; minimum 3-4 years' experience as USAF Munitions Inspector to include graduate of formal training course. US Secret Security Clearance required. Physical Requirements/Working Environment Physically capable of performing all required duties; capable of lifting 50 lbs. and proficient operating handling/lifting equipment.
