Job Description The Sr. Planning Analyst II, Production Allocation will collect and consolidate all sources of demand and all associated requirements and inputs from: Clinical Drug Supply, Commercial Supply Chain Planning, and all Corporate Partnership planning interfaces, via a systematic business process, to create an optimized global production plan. The incumbent will develop optimized production plans accounting for various critical factors, such as, allocation strategy, inventory levels, equipment capabilities, regulatory requirements and implications, and financial impacts. Major responsibilities include: Production Planning, Allocation & Control Develop global production plans for internal Biogen DS and DP manufacturing network, including Biogen clinical and commercial products, and corporate partners' clinical and commercial production, through scenario planning and cross-functional integration to determine optimal plan. Support creation and maintenance of the rolling 2-year rough cut capacity plans for the Biogen's internal manufacturing network. Support the development of allocation plans through scenario analysis to optimize manufacturing utilization and revenue, ensure reliable and timely supply and business continuity, while balancing the requirements of equipment capabilities, materials, regulatory implications, site resources, productivity, scale-up, success rates, thaw rates, process and equipment constraints, site and process readiness, quality targets, and financial implications (including tax). Support manufacturing sites in the execution of strategic goals, including facility shut-downs, inventory management objectives (balancing campaign size and product inventories), and site projects. Internal and External Communications Consolidate clinical drug supply, commercial supply and corporate partner demands and requirements, negotiation of various production plan scenarios, and securing alignment on finalized DS and DP production or delivery dates. Evaluate manufacturing operations scenarios by supporting internal collaboration and alignment of all impacted groups through strong cross functional integration. Business Planning Assist in business case presentations for potential insourcing / outsourcing opportunities, and long-term capacity utilization / allocation decisions and capital investments. Assist Engineering and Manufacturing organizations with business case evaluations for continuous throughput improvements, capacity optimization projects, and other opportunistic events. Support capacity and demand scenarios development as director by supervisor. Long-Range Planning Assist in the updates to long-range (5 yr.+) internal and partner capacity demand forecasts for strategic planning, as directed by supervisor. Assist with demand scenario analysis for network capacity planning, network allocation, financial planning; and resource and infrastructure investment planning. Aid in creation and maintenance of capacity and resource planning models, as directed by supervisor. Qualifications Bachelor's Degree in Science, Engineering, or Business is required. 6+ Years of Biotechnology, pharmaceutical or similar highly regulated industry including experience in operations and supply chain with engagement in Technology, Development or Process Engineering. Solid written and oral communication skills. Ability to consolidate information across internal and external functions. Ability to communicate effectively and present new ideas with clarity and simplicity. Must be customer focused and able to deal with ambiguity and frequent change. Able to influence without authority, facilitate groups with diverse perspectives, and bring teams to consensus. Able to influence a culture of continuous improvement and innovation. Aptitude for recognizing opportunities for improvement in systems or processes and recommending solutions. Independent worker with minimal supervision. Ability to identify risks and potential issues or obstacles and escalate appropriately. Understanding of manufacturing process and equipment knowledge to identify constraints.
