Job Description


The American College of Obstetricians and Gynecologists (ACOG), a membership organization dedicated to improving the lives of all people seeking obstetric and gynecologic care, their families, and communities through supporting our members, is currently seeking a Grant Compliance and Contracts Manager.

The Grant Compliance and Contracts Manager serves as the in-house expert on compliance and grants management. Responsible for ensuring that proposals and grant documents adhere to both external and internal compliance requirements. Provide on-demand technical assistance with compliance-related issues. Maintain oversight and records of ACOG's grant portfolio, including tracking compliance with all grant requirements and status of grant contracting. Work with leadership to develop tools, processes and trainings to support the effective and consistent application of program and grants management policies.

  • Maintain a centralized grant and budget management system to ensure compliance with all applicable organizational policies and procedures, laws and regulations, and donor rules and regulations.
  • Establish and maintain grant tracking tools, including for sub-awardees
  • Work with the Program Managers to monitor spending across grants to ensure appropriate expense allocation, timely use of funds, and compliance with grantor's operational and contractual requirements; document and monitor overall performance, analyze trends, highlight issues, identify gaps
  • Coordinate with Program Managers to prepare timely and accurate external financial reports that comply with all grantor regulations; work with program staff and sub-award recipients to confirm that reports are backed by adequate documentation and records
  • Lead budget revisions and reallocation requests, in collaboration with Program Managers
  • In close coordination with the Director of the Foundation & Compliance and Legal Division, provide project management support for negotiation of public sector contracts awards—ensuring clear timelines, adherence to roles and responsibilities, in order to complete agreements and sub-awards in a timely manner
  • Management of communication across the program teams related to grant/contract negotiations to ensure transparency, accountability and effective efficient collaboration in negotiation processes
  • Review draft award agreements and negotiate terms, in collaboration with Contracts & Program colleagues
  • Develop and monitor implementation of unique project management plans and tools for each award, in collaboration with program teams; ensure projects are adequately staffed, roles and responsibilities are clear, and program team members are informed of and prepared to perform their project-specific duties
  • Escalate concerns to relevant team leads when appropriate, and, in consultation with the program or technical lead, communicate to the grantor any significant concerns or change requests in a timely manner
  • Manage award reporting calendars and liaise with relevant staff to develop reports; review, finalize and submit high-quality reports, on time and in line with grantor requirements.
  • Monitor ongoing compliance of grantor requirements by working primarily with program leads, managers, and project officers to confirm and, where needed, build capacity for adherence to key policies and procedures and development of corrective action plans when necessary
  • Provide training and support to program staff, so they have knowledge on the strengthening of internal controls, accurate records maintenance, and important grantor regulations
  • Coordinate with program staff to respond to grantor pre-award compliance inquiries and to ensure that compliance-related costs are included in proposal budgets.
  • Complete grants compliance checklists and launch materials for awarded grants as needed to ensure that staff managing the grant-funded project understand and have the resources to comply with the grantor terms applicable to their grant-related activities
  • Respond to ad hoc questions regarding interpretation or application of grantor guidelines.
  • Communicate and meet with the funder on financial or compliance aspects of the project, as needed
  • Work closely with external auditors to ensure efficiency and completion of annual audits, and to ensure that audit findings and recommendations are addressed and closed in a timely manner.
  • Develop guidelines, procedures, standards, work processes, metrics and other methodologies to successful support compliance and grants management, ACOG leaders and the organization.

  • Bachelor's degree in public administration, business, finance, economics, accounting, or a related field.
  • 5 years of professional work experience, including prior experience in financial management of grants and government contracts; preference to those with US government—federal, state, local-grant and contract experience.
  • Expert knowledge of federal grant rules and regulations, such as Code of Federal Regulation (CFRs), OMB Circulars and other directives governing grants and contracting. Experience with regulations specific to multiple types of charitable structures, including 501(c)(6) and 501(c)(3)s.
