OBXtek is currently is currently accepting resumes for a contingent position, Budget Analyst, Senior position supporting the Army's Product Manager Power Projection Enablers (PdM P2E) organization. Place of performance will be located at the P2E Headquarters, Fort Belvoir, VA. The estimmated start date for this position is TBD, in 1st quarter of FY-2023.
This person will work on high-visibility or mission critical aspects of a given program and performs all functional duties independently. This analyst will provide financial management and oversight of budget formulation and execution for P2E and assigned programs as required.
Major Duties and Responsibilities:
Review and research financial systems, contracts and other documents for unliquidated obligation balances. Load and maintain data in spreadsheets and financial accounting records regarding obligations for contracts, travel, training, awards, and labor. Involves records on Military Interdepartmental Purchase Requests (MIPRs), and PCSs.
Prepare management level reports and presentations on funding and budgets.
Assist with coordination activities to complete and respond to external funding source office's requests for financial and funding data, to include assisting in estimating cost of required activities.
Assist with annual Planning, Programming, Budget, and Execution (PPBE) of funds.
Complete transactions in the GFEBS and LMP systems as directed to record obligations and de-obligations. (ADD Metrics: Number of Transactions/month
Assist with developing data and reports to support Staff Assistance Visits, Schedule of Budgetary Activity (SBA) audits and Management Internal Controls Program checklist completion.
Track and provide weekly reports on obligations against OSD goals monthly and financial findings.
Assist with Year-end close-out.
Provide assistance with preparation of analysis of Establish and maintain a configuration management process that assures complete traceability of all requirements, specifications, production plans, changes, and related materials.
Assist with preparation of analysis of actual DTS monthly expense data.
Work on high-visibility or mission critical aspects of a given program and performs all functional duties independently.
May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
Travel will consist of weeks' long trips both CONUS and OCONUS.
Travel can be expected 50% of the time.
Must be readily deployable (medically and administratively) to travel within 72 hours in any environment including contingency operations.
Active Secret Clearance
8-10 years experience of related experience performing a variety of budgetary functions, including monitoring and tracking obligations and planned expenditures for assigned activity accounts on related government budgetary systems, forms, schedules, and reports in accordance with the annual work plan and regulatory controls.
Knowledgeable of commercial and military standards and best practices applicable to Army communication sites
Be proficient in GFEBS, LMP, and DTS. Proficiency in CCARS is preferred
Bachelor's Degree; prefer Master's Degree
