The Business and Proposal Development is a position that plays a key role within the EPS Field Services organization. The position will report directly to the Vice President and General Manager of the Field Services Division.

Business Development (BD) & Capture: Responsible for developing and implementing comprehensive internal and external marketing and program capture plans that result in increased revenues and profits. Conducts general BD activities for the Division through consultation and meetings with prospective customers, business partners and vendors. Provides strategic program capture activities for the Field Services division. This manager will prospect for new clients by networking, cold calling, advertising or other means of generating interest from potential clients. They plan persuasive approaches and presentations that will convince potential clients to do business with EPS. They must develop a rapport with new clients, set targets for sales and provide support that will continually improve the relationship. They are also required to grow and retain existing accounts by presenting new solutions and services to clients. He/she may manage the activities of others responsible for developing business for the company. Strategic planning is a key part of this job description since it is the BD Manager’s responsibility to develop the pipeline of new business coming into the company. This requires a thorough knowledge of the market and the solutions/services the company can provide, as well as what the company’s competitors can offer.

Business Development & Opportunity Capture Responsibilities include but are not limited to:

  • Evaluates business opportunities that may be suitable for the corporation.
  • Provides target identification and qualification.
  • BD target pipeline management.
  • Strategic program capture process management.
  • Program pursuit strategy development.
  • ID/IQ contract portfolio management.
  • Strategic partner/teammate identification and coordination.
  • May act as a Proposal Manager for any proposal effort.
  • Performs other related duties as assigned.

Proposal Management: Responsible for managing cradle to grave, solicitation to submission, proposal activity for EPS assigned proposals. This position establishes and develops close working relationships with our executive team as well as our contracts team, HR team, directors, program managers, and technical experts. This position requires an employee to be extremely resourceful, creative, and excellent at organizing, tracking, and managing multiple concurrent projects. Additionally, must be able to extract results from various parties in a polite but firm manner and have strong analytical abilities, decision making skills, sound business judgment, and excellent communication, negotiating and planning skills. Must be adaptive to change.

Responsibilities include but are not limited to:

  • Participate in peer Color Reviews and provide comments and recommendations
  • Provide writing as necessary for Management and Past Performance Volumes; and any other proposal sections based on knowledge and expertise
  • Manage major and minor proposal efforts. The level of support required ranges from cradle to grave management of major efforts, to coordination support for smaller efforts.
  • Perform a careful, detailed analysis of solicitations, including RFIs, RFPs, RFQs, TOs, etc. resulting in a thorough understanding of items required for a compliant response including development of a requirements matrix, and the ability to create and deliver briefs on response requirements and schedule.
  • Oversee the creation of proposal outlines and schedules and develops kick off briefs for both internal and external audiences. The Proposal Coordinator is responsible to generate the initial outlines and proposal schedules when they are available. Ultimately the Proposal Managers are responsible the proposal outlines, schedules, and writing matrices are completed and implemented.
  • Prepare for and conduct kick-off meetings, align resources with proposal requirements, make writing assignments and direct team members to ensure on-time delivery.
  • Oversee the schedule and manage color reviews, including scheduling and managing to pens-down deadlines pre-review and consolidating and formatting master documents for each volume for each color review. This primarily is the function of the Proposal Coordinators when they are available. Ultimately the Proposal Managers are responsible that color reviews and schedule are completed and implemented.
  • Review proposal sections for consistency and clarity, compliance with RFP/RFI/RFQ requirements, and alignment with proposed solutions and themes
  • Provide formatting, proofing, and editing of documents throughout the response cycle when Proposal Coordinator or Administrative resources are not available due to high demand of other proposals and/or proposal development activities.
  • Be thoroughly familiar with and maintain a strong understanding of our range of services and products, strategic partnerships, past performance and past responses.

 

Requirements

10+ years of experience leading teams; exceptional and proven leadership skills.

Travel:  Minimal travel is possible with this position – willingness to travel is a requirement

Position will be in EPS Field Services office located at Fayetteville, NC
