JOB SUMMARY Under direction of the division Assistant Director, the Operations Supervisor, WWTF assists with administrative and managerial work functions associated with planning, organizing and directing of the Utilities division. The position oversees and coordinates the daily operation and maintenance of the Town Wastewater Treatment Facility, pump stations, and associated programs to ensure compliance with local, state, and federal requirements. Responsible for providing the necessary supervision, technical guidance and direction to facility staff and provides complex assistance to the Assistant Director.
ESSENTIAL FUNCTIONS • Coordinates the organization, staffing, and operational activities for the WWTF, pump stations, certified laboratory, pretreatment and biosolids programs. • Oversees the operation of equipment/processes such as pumps, chlorinators, metering devices, electrical control panels, bio-solids dewatering, chemical feed systems and gas compressors • Monitors preventative and corrective maintenance on all plant equipment, using and interpreting the Supervisory Control And Data Acquisition systems. • Supervises, directs, and evaluates assigned staff; develops work schedules to ensure adequate coverage; processes employee concerns and problems; counsels, disciplines and completes employee performance appraisals; assists in hiring new workers; provides training to staff members • Assists in directing, monitoring, and inspecting projects; reviews blueprints or work instructions; assists with the procurement of needed materials; monitors project timelines and goals; provides updates on project status and estimated completion times as requested. • Performs various financial tasks involved in department operations; assists in developing and administering department budget and capital improvement planning; monitors expenditures for adherence to established budgetary parameters; submits project cost accounting and project cost projections for labor, materials and equipment needs. • Maintains inventory of stock materials to complete tasks; obtains, secures, and monitors pricing on materials and goods; prepares cost estimates on equipment; prepares and processes purchase orders; maintains related documentation. • Receives and responds to complaints and inquiries from management, staff, citizens, businesses, and agencies; keeps related records and makes required reports. • Responds to emergency situations involving wastewater operations, such as odor complaints, sewer issues, equipment failures, SCADA alarms, inclement weather, and natural disasters; assigns and directs emergency work crews as needed. • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; attends and/or conducts workshops and training sessions as appropriate. • Oversees safety programs for assigned sections and work groups; assists with action planning for safety programs; implements and monitors risk management plan regarding hazardous material and responds to workers’ compensation issues. • Performs other duties as assigned
JOB CONTEXT The Operations Supervisor - WWTF will perform tasks that require the ability to exert moderate to heavy physical effort in moderate to heavy work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate to heavy weight (20-80 pounds). Tasks may involve extended periods of time at a keyboard or work station. Scheduled/unscheduled overtime may be mandated as circumstances and workload dictates. Essential functions are regularly performed without exposure to adverse environmental conditions.
The Operations Supervisor – WWTF is considered an essential employee. Essential employees may be asked to assist or support with on-call duties and/or required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the department director or division assistant director will make the determination as to who will be required to work during a given instance.
WORK PERFORMANCE The Operations Supervisor, Utilities is required to follow departmental expectations and adhere to all rules, regulations, policies, and procedures in the Town of Christiansburg Employee Handbook. Work performance and conduct are assessed on a regular basis, but the employee will receive a formal review following the first six-month introductory period. During this introductory period and moving forward, the employee must demonstrate a strong understanding of all that the job requires.
JOB REQUIREMENTS EDUCATION • Bachelor’s degree in a closely related field (preferred) or equivalent education, training, and experience • A minimum of five (5) years of progressively responsible experience in operations and maintenance of wastewater treatment facilities • Prior supervisory experience, with preference in wastewater treatment facility
LICENSES AND CERTIFICATIONS • Virginia Class I Wastewater Operator License (preferred) • Certified Land Applicator License (preferred) • Valid Virginia driver’s license, with the ability to meet and maintain Town insurability requirements and a minimum of two (2) years driving experience • May be required to obtain and maintain other certifications as deemed necessary
KNOWLEDGE, SKILLS AND ABILITIES Knowledge: • Working knowledge of sewer collection, pumping systems, and associated equipment • General knowledge of wastewater design specifications, regulations, policies, and procedures • Knowledge of wastewater treatment technology, processes, and associated equipment • Knowledge of biosolids treatment and land application practices • Knowledge of wastewater chemistry and microbiology principles • Knowledge of occupational hazards and standard safety precautions Skills and Abilities: • Excellent verbal and written communication skills • Strong organizational, scheduling and time management skills with demonstrated ability to multitask and meet deadlines • Ability to plan, coordinate and supervise the work of others • Ability to analyze, calculate, tabulate, or summarize data/information • Ability to work independently, receiving only occasional instruction or assistance as new or unusual situations arise; must be fully aware of the standard operating procedures • Ability to operate equipment, machinery, tools, and/or materials requiring complex and/or rapid adjustments, or to assemble, combine, or process complex and/or sensitive materials • Ability to exercise sound and independent judgment within general policy guidelines
