The Project Cost Controller provides a full range of cost analysis and control functions for the Engineering group within Sprague Operations. Sprague Engineering is responsible for maintenance and growth CapEx projects principally initiated by Operations. This role is responsible for the quality, timeliness and integrity of project cost data, including cost tracking, reporting, and invoice coding. The incumbent will also work with project managers to determine project cost tracking requirements, and then develop, implement and maintain procedures, systems and tools to meet specific project cost control objectives.

Track, Analyze and Report: project budgets, commitments, value of work done, actuals, forecasts, variances and project change management on a monthly, quarterly and annual basis.
Assist project managers with the development and approval of capital allocation requests for maintenance and expansion capital expenditures.
Collect, review and assess project cost commitment and expenditure information across multiple projects to ensure accuracy and consistency for input into the company’s control model.
Liaison with project team members and other departments to review and analyze cost data. Ensure accuracy and consistency of data for the purpose of project cost tracking and forecasting.
Evaluate existing cost control methods. Make recommendations for improving procedures, systems and tools. Implement improvements as appropriate.
Deploy a project cost-tracking system and develop customized management reports in accordance with the company’s cost control requirements.
Produce regular cost reports and advise management of any forecast cost overruns as soon as possible to facilitate corrective actions in a timely manner.
Review and advise on proper coding of all project invoices, proactively work to resolve discrepancies.
Maintain project cost control systems and tools including electronic project files.
Support special projects as required.
Qualified candidates for this role will have the following:
Bachelor’s Degree in Engineering, Finance, Construction Management or related field is preferred.
Minimum of five (5) years of professional experience as a cost controller/analyst in a construction or engineering environment within the marine terminal industry or similar field in the energy, utility or construction sectors.
Requires a broad technical knowledge of project controls.
Capable user of Microsoft office suite with advanced proficiency in Microsoft Excel. Proficiency in financial management applications such as JD Edwards preferred.
Preferred candidate should be a self-starter, persistent, team player, detail oriented, process driver and require minimal supervision.
Ability to work under tight monthly financial reporting deadlines.
Effective communication skills – listening, verbal and written.
Responsible and accountable, working to high integrity and performance standards.
Less than 10% travel is anticipated.
