The Michael E. DeBakey VA Medical Center serves as the primary health care provider for more than 113,000 Veterans in southeast Texas. Veterans from around the country are referred to the MEDVAMC for specialized diagnostic care, radiation therapy, surgery, and medical treatment including cardiovascular surgery, gastrointestinal endoscopy, nuclear medicine, ophthalmology, and treatment of spinal cord injury and diseases.   As a teaching hospital, for more than 70 years, the MEDVAMC has provided clinical training for health care professionals through our major affiliate, Baylor College of Medicine* (BCM). MEDVAMC operates one of the largest VA residency programs with 269.7 slots in 40 sub-specialties.




Opticians will support the Department of Veteran Affairs (VA) Michael E. DeBakey VA Medical Center (MEDVAMC) and affiliated Community Based Outpatient Clinics (CBOCs) within the service area of Houston, Texas by measuring, fitting and submitting consults of all Veteran patient prescriptions provided by the doctors in the respective Optometry and Ophthalmology clinics. Duties to include but no limited to:

  • Verify eyeglass prescription specifications provided by the Health Care System providers.
  • Provide frame information and measurements to the VA Vista system via consult
  • Answer beneficiary questions related to the eyeglasses and eyeglasses order.
  • Contact no-show beneficiaries to determine if the beneficiaries will be obtaining eyeglasses through the VA Optical Shop. Advise the facility POC when a beneficiary declines services and annotate contact with veteran on the consult in the VA Vista System.
  • Consistently communicate and treat customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provide the customer with accurate information according to established policies and procedures. Handle conflict and customer concerns constructively and appropriately.
  • Offer product upgrades to Veterans; at the Veteran’s expense. The VA will not pay for upgrades not written in the eyeglass prescription. For upgrades, the contract opticians are required to provide a written form outlining the contractor and Veteran responsibilities regarding this private purchase, return/refund options and ensure it is acknowledged and signed by the Veteran.
  • Enter a prosthetic consult for eyeglasses from both VA providers and Community Care providers. The Contract Opticians shall also submit eyeglass consults initiated by a non-VA providers handwritten/paper prescription.
  • Opticians shall only utilize, VA authorized/ designated, software in the performance of this contract, and to electronically capture prescriptions or prescription notes, created by a VA licensed optometrist, ophthalmologist or VA authorized designee, when required.
  • Electronically and securely transmit all eyeglass orders by entering a prosthetic consult to VA Prosthetics no later than 48 hours after the patient presents for a fitting.
  • Verify with Prosthetics staff that each eyeglass prosthetic consult is associated with a purchase order.
  • Assist each Veteran with frame selection based on patient needs and frame availability.
  • Maintain an electronic log of phone calls from beneficiaries and document actions taken on electronic log and consult/prescription.
  • Troubleshoot all optical issues, verify with the contractor manufacturing facility that eyeglass fabrication is completed as prescribed. Contact eye clinic directly for guidance and remediation for issues not related to fabrication.
  • Provide eyeglass repairs (primarily eyeglass screws and nose pads).
  • Receive eyeglasses, notify veterans that eyeglasses are ready for pick up and/or fitting and mail eyeglasses to veterans when patients are unable to go to VA for appropriate fittings. Three attempts to notify the veteran that the glasses are ready to be picked up/fitted shall be documented by the contractor within 7 calendar days on consult and electronic log. The three attempts shall include a written notice if unable to reach the veteran by telephone.
  • Track eyeglass orders weekly with the contractor for verification of receipt of prescription or order using the patient information and purchase order number as a reference. Obtain tracking information, as needed to assist the customer.
  • Communicate directly with beneficiaries on optical issues as they arise (often by telephone).
  • Provide patient education on the proper care and maintenance of the eyeglasses and what the patient should do in the event of a problem will be documented by the certified and/or registered Optician. Any handout for patients shall be developed with the vendor and VA, with the VA COR and VA Eye Care staff Executive or designee having final approval.

Job Requirements


  • Certified by the American Board of Opticianry
  • Licensing by the State of Texas
  • Submit three- (3) letters of recommendation attesting to your experience and ability to perform the duties
  • Must be computer proficient and familiar with MS word products
  • Must read, understand, speak, and write English fluently
  • Ability to pass criminal background check
