The PROGRAM MANAGER will have overall responsibility for the leadership and management oversight of all assigned medical and professional services contracts assuring financials, schedules, and objectives are met and that the highest level of customer satisfaction is achieved.  Specific responsibilities include but are not limited to:


  • Managing the Task Order Proposal Response (TOPR) process and subsequent operations for all issued Task Orders
  • Acts at the primary contact for both the customer and all subcontractor(s) on all program activities; interfaces with other PMs working within the scope of BTL operations  
  • Meets and confers with customer and subcontractor management officials regarding the status of specific program activities and progress
  • Monitors cost to ensure task orders are within allocated funding to include facilitating burn rate statistics, forecasting of additional funding needs, etc.
  • Provides input on all personnel actions for individuals assigned to various task orders to include but not limited to personnel schedules and/or shifts, leave/LWOP requests, projected vacancies, terminations, etc.
  • Organizes, directs, and coordinates planning and execution of all program support activities
  • Ensure the efforts of all assigned personnel meet customer needs and result in high customer satisfaction, constantly anticipating process improvements
  • Prepare and submit all contract deliverables or other reports, to include those due to and/or submitted by customer, contracting officer, and subcontractor (i.e. Contract Discrepancy Report, Fill Rate Report, Monthly PM reports, etc.) as required; spearhead adherence to Quality Control Plan
  • Prepares and leads quarterly program management reviews to ensure all aspects of contract are being met or exceeded
  • Develops new business with both current as well as new customers, to include input on subsequent capture planning
  • Identifies program problems and develops proactive solutions such as reallocation of resources
  • Responsible for Profit and Loss of program
  • Partner with hiring manager to and the leadership team to ensure all phases of the recruiting lifecycle (identification of needs, sourcing, screening, scheduling, interviewing, and selection and on boarding) are executed in an effective fashion
  • Source candidates from a variety of sources to include but not limited to LinkedIn,, social media, and specialty job boards 
  • Partner with other corporate staff to maximize the use of social networking mediums (i.e., LinkedIn, Facebook, Twitter, etc.) to promote employment brand messaging that drives traffic to open roles by establishing and promoting positive relationships
  • Source, recruit, and pre-screen candidates for a variety of skill sets.  
  • Maintain a pipeline of qualified candidates for future consideration 
  • Coordinates with management on job offer details, prepare and extend offers to selected candidates. 
  • Accurately document and track candidates in the Monster applicant tracking system 
  • Monitor/audit job requisition and candidate files and track applicant flow. 

Job Requirements


  • Bachelors Degree in Business, Management or related field required; Degree/related experience substitution/trade-off may be considered at the discretion of the hiring official
  • Minimum 8 years program management experience in a federal government contracting environment
  • Minimum five years experience recruiting various disciplines to include but not limited to healthcare, IT, engineering  and other professional services
  • Knowledge of current EEOC/OFCCP regulations pertaining to the employment process is required
  • Must possess excellent verbal and written communication skills
  • Demonstrated ability to lead teams under tight deadlines with changing or competing priorities
  • Demonstrated ability to identify problems early, develop mitigation plans and communicate alternate course of action to the customer
  • Must possess a strong background in leadership and problem solving in changing situations
  • Demonstrated experience with contract modifications and other related contractual requirements
  • Demonstrate expertise with Microsoft Office Products  
  • Prior program management experience with Contracts/Task Orders is highly desired
  • Prior experience managing contracts tasked with providing health care professionals is highly desired
