Job Description

Technical Software Services, Inc. (TECHSOFT) has a position for a Mid-Level Instructional Systems Designer (ISD) Technical Analyst working on the Consolidated Afloat Networks and Enterprise Services (CANES) System Administrator training in support of a U.S. Navy client’s mission to update instructor-led training to a virtual environment. The duties will be performed at TECHSOFT in Pensacola, FL.

The Mid-Level ISD Technical Analyst shall be experienced with U.S. Navy Training systems and able to develop and update curriculum for multiple variants of the CANES platform and support Train-the-Trainer (T3) and Course Pilot events at the eight different training sites (San Diego, CA; Virginia Beach, VA; Yokosuka, Japan; Pearl Harbor, HI; Groton, CT; Bangor, WA; Kings Bay, GA; and Rota, Spain), as needed.

This position is for full time (40 hours per week) salaried work for TECHSOFT in Pensacola, FL. Preference is given to veterans.

Job Requirements


  • Will work with a team of programmers, multimedia specialists, quality assurance specialists, and curriculum developers on DoD development projects
  • Work closely with Subject Matter Experts (SMEs) to develop approved learning objectives and to obtain approval for the courseware design
  • Work in all phases of instructional system development including planning, coordination, implementation, revision, presentation, and maintenance of training programs
  • Guide, review, and approve the sequence of learning experiences based upon learning psychology, behaviorism, cognition, and information processing
  • Plan meetings, prepare agendas, keep the project team on track, lead discussions, and resolve conflict
  • Enter Lesson Plans, Trainee Guides, Job Sheets into the Navy’s Authoring Instructional Materials (AIM) Content Planning Module (CPM) and Learning Object (LO) Module
  • On-site support of Training, and Train the Trainer (T3) courses at various locations both in the CONUS and two OCONUS locations.


Minimum Qualifications:

  • Experience using the U.S. Navy's CPM and LOM databases to enter curriculum
  • 5-7+ years of Instructional Systems Design (ISD) experience with Department of Defense (DoD) training programs using the Planning, Analysis, Design, Development, Implementation, and Evaluation (PADDIE) or predecessor process models, as well as Blooms Taxonomy for course content creation
  • Curriculum development experience supporting design and development of distance learning, self-paced instruction, and instructor-led training, specifically following the Naval Education and Training Command (NETC) End-to-End (E2E) model
  • Experience using the Navy’s CPM and LOM databases to enter curriculum
  • Experience developing appropriate learning objectives and test methods to meet training requirements
  • Documented experience writing, revising, and enhancing curriculum from existing instructor-led training, computer-based training, and/or blended learning, while working with SMEs
  • Experience performing in-depth research to design realistic, instructionally sound training to accomplish prescribed training standards
  • Ability to explain instructional design experience, learning theory, educational psychology/evaluation, instructional product development, and the application of computers in education and training
  • Experience with Learning Management Systems (LMS) and Sharable Content Object Resource Model (SCORM)
  • Working knowledge of office automation including Windows 10 Pro and MS Office 365
  • Excellent oral and written communication skills
  • Familiarity with DoD terminology and procedures
  • Former DoD experience a plus

Required Education:

  • Minimum of a BA/BS degree from an accredited four-year college or university in Applied Science, Computing, Engineering, Instructional Systems Design, or Management Information Systems and a minimum of five years of experience supporting a DoD or an Information Technology Program in the field of System Design, to include software systems development and test; OR seven years of relevant work experience.

Additional Requirements:

  • Must be a U.S. Citizen
  • Must be able to pass a background investigation. Existing or recently expired SECRET clearance is desired
  • Possess a valid, state-issued civilian driver’s license
