The Successful candidate will continue to grow a defense focused footprint for Parsons in San Diego with NAVWAR and pursue Task Order awards under multiple MATOC contracts with the Navy, but with a Specific focus on the Global Install Contract for Ashore Installations. Using your knowledge of the Navy's Global Install Program you will build Parsons reputation with the client and play a key role in building this segment of our business. Upon award of Task Orders our Program Manager will provide direction and management for every phase of the project or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations.
The Successful candidate will manage multiple projects or programs valued up to $100M in total installed cost at locations across the globe. The work will be project management or construction management assignments for the US Navy on a variety of project types, to include electronic security system installation, fiber optic and copper installations, light construction, and other C4ISR shore platforms.
San Diego is the ideal location for the position and relocation assistance is available, but the right candidate can be based in one of our other office locations.
Keep track of the general status of the major ongoing tasks being performed by the contractor.
Maintain an awareness of the quality of the work being performed and implement whatever corrective action is needed to meet acceptable quality limits.
Ensure that tasks are provided with adequate resources (personnel, time, tools, test equipment, training, etc.) to meet cost and schedule commitments.
Develop an effective program for training personnel and developing and documenting effective and efficient work practices.
Implement an effective Management Information System to track costs, schedules, quality, and Government Property (both contractor and Government furnished).
Utilize Microsoft Project or equivalent software that can produce Microsoft Project compatible files for project management
Train junior personnel in financial tracking, cost estimation, and installation execution methods and requirements.
Articulate a clear strategy around task order bidding, proposals, teaming, and pricing.
Author technical proposals.
Ten (10) years of direct work experience with shore C4ISR installations.
Eight (8)years of direct work experience in managing or performing the design, implementation, testing,inspection, logistics, resource management, and completion of C4ISR system installation efforts for Department of Defense shore sites.
Four (4) years as manager of U.S. Navy shore installationprojects involving multiple systems and in performing tasks to include: Supervising ProjectPersonnel, Scheduling Work, Writing Proposals and Preparing Bids, and Equipment and MaterialLogistics Control.
Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
Working proficiency with the NAVWAR Spider and ModTracker web-based platforms.
An existing network with NAVWAR users of the Global Install Contract; a network of potential teammates, vendors, and future Parsons employees is highly desirable.
Must be able to obtain, maintain and/or currently possess a security clearance.
