International Security Specialist (Security Support Specialist III)

Duties & Responsibilities:
SAP Administration Security Support
Manage the International Conference Room at the F-35 JPO in Arlington, VA.
Maintain schedule and coordinate reservations
Escort international parties to and from the room
Ensure appropriate hard drive is set up for meetings
Process PARs for international partners and FMS participants. Historically, an estimated twenty (20) PARs are processed on a daily basis. The contractor shall provide PAR support services to include, but not limited to, the following:
Coordinate with the international security managers to ensure the billet rosters are current and accurate.
Review each PAR to ensure the information is complete.
Once the review is complete, obtain the PSO, PEO, and OSD approvals (as required).
Maintain all international SAP records to include the Access Management Control Plans (AMCPs), PSI, SOPs, Memorandums of Understandings (MOUs), etc. The contractor shall maintain an international file with all applicable documentation for each country.
Work with each international security manager to ensure international partners and FMS participants submit the required annual inventories, self-inspections, and refresher training records to the PSO as outlined in each country’s AMCP.
Perform all document control duties associated with the receipt, transmission, inventory, reproduction, disposition, and management of international SAP material. The contractor shall ensure that all SAP material is transmitted properly IAW JAFAN 6/0 and each country’s AMCP, log all SAP material within 24 hours of receipt or dispatch, and ensure all receipts are signed and filed IAW retention requirements.
Pass all SAP international visits to required facilities and issue visit certifications where appropriate. The contractor shall generate and deliver a letter that serves as a visit certification for each international participant traveling for SAP meetings.
This Subtask may require occasional OCONUS travel.
International SAP Security Support
Review and update all international security documents including the AMCP, PSI, CPP SOP.
Assist with providing updates to the TA/CP. Updates shall be performed on an annual basis.
Generate new international security documents as additional countries join the program. The contractor shall perform updates and review on existing documents and generate new documents when new facilities are identified.
Assist new international security managers by reviewing and updating SOPs, computer security procedures, fixed facility checklists and training documentation.
Assist the Government by ensuring all new international security managers are provided with the tools necessary to build and manage SAP facilities, IAW JAFAN 6/9 or ICD 705 Technical Specifications, FRDs, and training materials. The contractor shall coordinate with the security education and training POC(s) to provide training materials.
Annually visit all international SAP facilities to assist them in preparing for PSO security compliance inspections. The contractor shall coordinate with the PSO to ensure the staff assistance visit is completed no more than four (4) months prior to the PSO review. During these visits, the contractor shall perform the following:
Review the security policies and procedures, international SAP documentation, accreditation paperwork to ensure it is current. Review facility records to ensure files are current and accurate.
Ensure the annual self-inspections, inventories, and refresher trainings have been completed.
Ensure that all facilities and equipment have been accredited IAW JAFAN 6/9 or ICD 705 Technical Specifications and each country’s AMCP.
Coordinate all international access procedures with other F-35 JPO sites and contractors. The contractor shall ensure changes to international access procedures are documented and approved by the appropriate personnel and all F-35 JPO sites and contractors are informed of changes, updates, and deletions to the international access procedures.
Support the International Security Manager at EXCOM and Tri-Service briefings. EXCOM and Tri-Service briefings occur approximately four (4) or five (5) times a year. The contractor shall be familiar with all international security issues and be able to effectively discuss any outstanding issues or areas of concern regarding the international
Ensure that all appropriate international policies and procedures are updated and all international SAP facilities meet SAP requirements as outlined in IAW JAFAN 6/9 or ICD 705 Technical Specifications, JAFAN 6/0, and each country’s AMCP. arena.
Support to this Subtask requires routine OCONUS travel including an estimated two (2) weeks every month.
The International Security Specialist shall possess a Top Secret clearance with a Periodic Reinvestigation no older than five years
Demonstrated in-depth knowledge of the JAFAN series security requirements.
Possess a BA/BS degree and a minimum of seven (7) years specialized security experience which includes SAPF construction and SAP operations.
If no BA/BS, possess a minimum of fifteen (15) years specialized security experience which includes SAPF construction and SAP operations.
