Responsibilities

OBXtek is currently staffing for a Program Manager, Senior at Fort Belvoir, Virginia.

 

The Project Manager directs the management of a 19–person team of professionals providing Systems Engineering and Technical Assistance (SETA) support to the Army Enterprise Service Desk (AESD) Project Office.  Key SETA support areas include Acquisition Support, Contract Management Support, Fielding Management, Quality Assurance Surveillance Plan (QASP) Operations, Government Furnished Equipment (GFE) Provisioning, Project Management, Communications, Engineering services and Logistics Support services.

The Project Manager  leads the analysis and tracking of emerging requirements, scope refinement, and create specific deliverables to develop processes, conduct mission analysis, transform requirements into projects; ensure technical solutions focuses on capabilities being delivered; identify and integrate dependencies across capabilities; and recommend feasibility of new requirements.

 

Additional Duties and Responsibilities

  • Responsible for cost, schedule, performance, and risk management associated with the supported AESD program.
  • Serve as the focal point for AESD actions; determine priority and urgency for SETA support to complete project goals.
  • Monitor day to day contract Mission Provider operations at the Enterprise Services and Theater Signal Command levels to ensure contract performance levels are maintained.
  • Ensures proper relationships are established and maintained between organizations, service providers, service owners and the contracted service desk provider to facilitate the delivery of the AESD operations.
  • Coordinate and supervise staff actions in support of AESD.
  • Integrate emerging services and enterprise tools into AESD operations pending Government approval.
  • Ensures proper relationships are established between customers, teaming partners, and vendors to facilitate the delivery of AESD services.
  •  Presents reports defining project progress, problems and solutions
  • Creates and executes project work plans and revises as appropriate to meet AESD changing needs and requirements.
  • Effectively applies AESD methodology and recommends project standards
  • Build credibility, establish rapport and maintain communication with stakeholders at multiple levels
  • Maintain continuous alignment of program scope with AESD strategic objectives and make recommendations to modify the program to enhance effectiveness toward the strategic objectives
  • Assesses the interoperability of various operating systems, support tools and ticketing systems, from the applicationlayer thru the network layer, and make recommendations based on requirements
  • Monitor, verify, validate and report on the Mission Contractor’s perfor
  • Review and report on both quantity and quality of service delivery relative to measurement of KPI’s and SLA’s
  • Execute independent and unbiased performance and quality surveillance activities consistent with the Service Level attainment and quality of service

Qualifications

Required Qualifications:

  • ACTIVE DOD SECRET SECURITY CLEARANCE REQUIRED
  • 15-20 years of Federal Government, DoD, and/or Army Program Manager experience
  • Knowledge of IT Program Management
  • Ability to manage a SETA team
  • Technical understanding of SETA Service Delivery
  • Master’s Degree or equivalent
  • Secret Clearance

Required Certifications or Equivalent:

  • PMP certification
  • ITIL Foundations certification
  • HDI certification

 

Up to 25% CONUS and OCONUS Travel
