OVERT HUMINT COLLECTIONS INSTRUCTORLocation: Washington, DC Duration: 15 Days Dates: TBD Instructor Qualifications:
Ten (10) years of intelligence experience that can be met through combined years of intelligence experience at the Federal, State, or Local level is required.
Five (05) years of direct operational experience in the subject taught is required. (For example, instructors designated to teach analytic methods must have five years of experience applying analytic methods in a Federal or State Intelligence Analyst position.)
Two (2) years of experience operating in the Department of Homeland Security Intelligence Enterprise or the Homeland Security Enterprise.
A four-year degree from an accredited institution of higher learning is required. (Degrees in law enforcement, intelligence studies, and education are desirable); Federal or State experience exceeding 15 years in the subject that the instructor will teach and a 2-year associate’s degree may be substituted for a 4-year degree with approval from the government.
Must have an active TOP SECRET//SCI clearance
Job Description: This is an episodic contract position providing instructional support to the Department of Homeland Security (DHS). The instructor provides students with the skills to conduct overt HUMINT collection. Topics include: DHS legal authorities to conduct overt HUMINT collection; the collection requirements process; conducting target analysis; planning outreach and other collection activities based on requirements that align to DHS priorities; source management requirements and processes; pre-collection overt HUMINT collection planning process and administration requirements; conduct an overt collection activity; the post-collection overt HUMINT collection process and administration requirements; continue, suspend, or terminate a source as appropriate; and Overt HUMINT Intelligence Collections (OHIC) activities, requirements, and processes. Benefits: Pay commensurate with level of experience plus per diem and travel to/from-in/around the training location.
