The Defense Advanced Research Projects Agency (DARPA) mission is to maintain U.S. technological superiority over our adversaries. All research and development are performed by private contractors, federally funded research and development centers, military and federal laboratories, universities, and other non-profit organizations. The Small Business Programs Office (SBPO) supports the overall DARPA mission by administering the Small Business Innovation Research (SBIR), Small Business Technology Transfer (STTR) and other socio-economic set-aside programs. These programs reflect DARPA compliance with the small business program goals set by DoD's Office of Small Business Programs (OSBP.) DoD OSBP is the policy office that advises the Secretary of Defense and Under Secretary of Defense for Research and Engineering (USD(R&E) on small business acquisition programs and policy oversight of all DoD Component small business activities in accordance with DoD Directive 4205.01, "DoD Small Business Programs." The U.S. Small Business Administration (SBA) maintains Federal government-wide oversight of all small business procurement.

The Project Manager (PM) will be the primary corporate interface with the customers on contract matters; serving as liaison with corporate management, and responsible for the proper recruitment of personnel necessary to staff each contract function. Provide services and support to assist the Small Business Programs Office (SBPO) with the execution of SBPO functions in accordance with DARPA Instruction 71, entitled, “Small Business Activities.” This includes six primary functional task areas: 1) administrative and financial support, 2) project management, 3) small business outreach and conference support, 4) web page development/webmaster support, 5) Microsoft SharePoint Version 2010 and later and records management support, and 6) transition support. Duties of the position include, but are not limited to:
Establish and alter (as necessary) program organization to provide effective contract support and ensure performance to contract specifications, requirements, contract provisions and surge requirements.
Empowered to commit the company to all operational functions in support of the contract. Act for, and in the name of, the company in all contract matters relative to its execution, to include employee hiring and termination authority.
Track and coordinate suspense actions, prepare draft correspondence, research and organize read-ahead materials for meetings, prepare required briefing slides/presentation material, speeches and reports. Assist in preparing program briefings, presentations and various program documentation and obtain public release approval as required.
Assist with preparation of the SBPO budget (approximately ~$115 million/fiscal year) in accordance with specified format and guidelines, develop an obligation plan and track execution against the plan and prepare monthly execution report.
Proactively identify opportunities to enhance the effectiveness and efficiency of SBPO processes, methods, and procedures in concert with participating Technical Offices and other staff offices and make recommendations for streamlining business process improvement(s). Once approved by the SBPO, implement these changes.
Plan, schedule and execute all requirements for the SBIR/STTR Program and supporting management processes. Develop processes, procedures and guidelines for the administration of the SBIR/STTR program.
Maintain regular contact with the Small Business Administration and DoD OSBP to facilitate communication between SBPO and the SBIR/STTR external managing organizations.
Conduct a multi-faceted, multi-media outreach program designed to increase industry, academia, and DoD awareness of the DARPA Small Business Programs, promote program successes, and inform the small business community of program improvements and activities.
7 years combined professional experience in the following areas:
Managing multi-million-dollar, multi-year projects to include: proposal development, scheduling, budgeting, reporting, and deliverables for employees, sub-contractors, and consultants
Preparation and analysis of financial statements and the development of milestone schedule and status tracking systems
Interacting with universities and other research institutions
Supervisory experience with managing, hiring, motivating, training and counseling employees
DoD experience required. DARPA experience preferred.
3 years of combined experience specific to SBIR/STTR programs, including coordination and planning Outreach events, DoD SBIR/STTR experience preferred
Experience working with the DoD's Office of Small Business Programs preferred
Must possess and maintain a SECRET security clearance
