Job Description

MMA is currently recruiting for an Outreach and Engagement Program Officer in support of a contract with the Department of State at our Rosslyn, VA location.  Position is full-time, exempt. Start date is immediate upon award of delivery order and security clearance processing as required.


The Overseas Security Advisory Council (OSAC) is a Federal Advisory Committee with a U.S. Government Charter to promote security cooperation between U.S. private sector interests worldwide and the U.S. Department of State, situated within the Department’s Bureau of Diplomatic Security.  Selected candidate will provide support services to satisfy the overall operational objectives of the Research and Information Support Center (RISC).   The main objective is to manage, analyze, and facilitate the coordination of OSAC’s Outreach and Engagement Program activities for a regional area and sector-specific working group that ensures the exchange of timely, relevant, and reliable security advice and guidance to U.S. private sector interests overseas.

 Principal Duties & Responsibilities:

Implements OSAC’s Outreach program for various geographical and functional areas and serves as the initial point of contact for all incoming outreach inquiries and requests regarding the area of assignment.

  • Performs a wide range of services necessary to enable greater outreach and interaction with OSAC’s numerous and varied constituencies, stakeholders, and the general public. These services include supporting external communications on OSAC’s website, digital media, and other communications tools.
  • Specific duties may include editorial, database, administrative and public outreach tasks, such as oversight of external communications platforms, responding to public or constituent inquiries, working with OSAC staff on specialized outreach projects, compiling and creating statistics, infographics and data visualizations, and presenting on OSAC programs at informational meetings.
  • Liaises with Country Councils (CC) and Common Interest Councils (CIC) on a regular basis to provide guidance on, and exchange relevant program and security information.
  • Establishes and maintains a working dialogue on international security matters and USG security support pertaining to the assigned areas with counterparts within the Department from regional/functional bureaus and embassies overseas.
  • Manages CC and CIC meetings for the assigned areas.
  • Works closely with senior government and private-sector officials.
  • Assesses council program and security-related reporting from a wide variety of sources to understand the current situation and its implications for OSAC interests.
  • Assesses the effectiveness of the councils in the assigned area and identifies broad council trends; plans, develops, and organizes assessments on the needs and effectiveness of OSAC products and councils for the assigned areas. Present recommendations for actions as needed.
  • Provides guidance and advice on a broad range of security matters affecting U.S. private sector interest for the assigned areas.
  • Develop public speaking opportunities, identify and recruit experts for speaker opportunities, and plan and coordinate speeches as necessary. As required, briefs to a wide variety of audiences.

Job Requirements


  • Undergraduate degree in a related technical, security or management discipline; preferably Communications, Marketing, Political Science, International Affairs, Government or other related field of study.  A range of three (3) to five (5) years related specialized program management or communications experience is required.
  • Degree not required with five (5) to seven (7) years of specialized program management experience.  Specialized experience includes, but is not limited to, security policy and standards development, threat assessment, risk analysis and scheduling, logistics, budget analysis, project management planning responsibilities, and/or communications and marketing. 
  • One (1) year direct government contracting experience at task/project management level
  • Ability to effectively communicate with government and private sector personnel - at all levels in the organization - is required.
  • Demonstrated experience managing or creating content for digital and social media, webinars, and event platforms (e.g. Twitter, LinkedIn, CVENT, Zoom) preferred.
  • Graphic design skills and abilities a plus, especially with data visualization and infographic techniques.
  • Excellent facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, including desktop publishing programs for one-pagers, fact sheets and other print publications.

  • Experience with applicable security requirements and practices in the civilian sector of the Federal government. Must have demonstrated experience consistent with security principles and best practices with applicable Federal regulations and guidelines.
  • Must be able to travel to any region of the world, as needed; approximately 10% travel expected.

 Mandatory Requirement:  Applicants selected for this position will be subject to a Government Security Investigation and must meet eligibility for access to classified information, Top Secret clearance level.
