The Federal Contracts Specialist is a member of the Siemens Healthineers federal contracts team, assisting in a variety tasks including reviewing, checking, processing and tracking government contract quotations, orders, modifications and other federal government documents in conformance with Siemens Healthineers’ procurement practices, federal acquisition regulations and agency-specific acquisition regulations and instructions. Tasks will be performed in connection with the sale and maintenance of medical imaging systems, laboratory diagnostics equipment and reagents, medical software and related services to federal customers. The scope of this role includes communicating with federal Contracting Officers on behalf of the company, working with the Director of Federal Contracts to manage and organize contract documentation. The role also includes working with legal counsel to mitigate risks and resolve disputes with federal customers and providing assistance to the company’s sales and services organizations on federal quotations, purchase orders and modifications, in close coordination with the company’s government order administration. The Federal Contracts Specialist will also assist the Director of Federal Contracts and a Senior Contract Manager in implementing and improving contract administration policies and processes for the execution, administration, and modification of the company’s prime contracts with the federal government.

Essential Job Functions
• Administer high-volume, complex federal healthcare contracts, primarily an IDIQ prime contract and orders thereunder, but some work with Federal Supply Schedule laboratory diagnostics/point of care contracts, BPAs and orders may be required. • Perform government order and contract analysis, price/discount checks and respond to internal requests regarding the status of purchase orders and modifications. • Identify unusual contract situations, or potential areas of noncompliance, report these situations to the Director of Federal Contacts and/or legal counsel and provide assistance to resolve such issues. • Act as a point of contact for federal government Contracting Officers and communicate clearly and strategically on behalf of Siemens Healthineers. • Review and process modification requests for federal orders. • Assist in reviewing and processing proposals/contracts for specific business units, maintenance of contract files and signature of agreements in accordance with corporate policies and contract requirements. • Assist in preparing reports and other filings with federal agencies and databases.

Qualifications • Bachelor’s degree, or equivalent in work experience. • Competency with Microsoft Office 365 • Understanding of the administrative tasks required to administer contracts for sale of medical imaging and laboratory diagnostics/point of care equipment, medical software and related products and services; preferred. • Basic understanding of government procurement regulations, basic contract documents, and legal terminology relating to federal contracts; preferred. • Experience in customer service and/or negotiation; preferred.
