Job Description

McManis & Monsalve Associates (MMA) is currently recruiting for an External Communications Coordinator in support of a contract with the Department of State at our Rosslyn, VA location.  Position is full-time, exempt. Start date is immediate upon award of delivery order and security clearance processing as required.

Summary:

  • The Overseas Security Advisory Council (OSAC) is a Federal Advisory Committee with a U.S. Government Charter to promote security cooperation between American business and private sector interests worldwide and the U.S. Department of State.  Selected candidate will support the Bureau of Diplomatic Security, Diplomatic Security Service (DSS) by providing external communications direction to the Research and Information Support Center (RISC).   The primary objective is to ensure OSAC’s and RISC’s mission, services, products and events are consistently messaged to all external audiences and stakeholders.

Principal Duties and Responsibilities:

  • Work with OSAC staff to ensure consistency in brand use, message tonality and promotional value of all OSAC products released to our audiences through various formats.
  • Develop products, information sheets and social media posts to educate OSAC constituents and prospective constituents on the value of participating in OSAC’s many information exchange opportunities and networks.  
  • Identify a strategy, avenues and mechanisms for OSAC to promote our services.
  • Develop an annual communications plan for OSAC.
  • Track and measure engagement of the external audience to develop communications changes or new strategies for growth of the OSAC constituency/membership in networks.
  • Serve as a liaison between DSS Public Affairs and OSAC.
  • Maintain a working dialogue on international security matters with appropriate officials of the State Department’s overseas posts, other U.S. government agencies, private sector organizations and security professionals.
  • Up to 10% worldwide travel may be required.

Job Requirements

Requirements:

  • Undergraduate degree in a related technical, security or management discipline; preferably Advertising, Public Relations, Communications or Marketing or a related field of study.  A minimum of seven (7) to nine (9) years related specialized experience is required
  • Degree not required with nine(9) to eleven (11) years of specialized experience. 
  • Specialized experience includes advertising, communications, public relations responsibilities, writing promotional pieces and developing communications plans and strategies in the civilian sector of the Federal government. Must have demonstrated experience consistent with security principles and best practices with applicable Federal regulations and guidelines
  • One (1) year direct government contracting experience at task/project management level and applicable Industry Certification desired
  • One to two years of specialized experience and a demonstrated record of achievement in the fields of foreign affairs/international relations
  • Must be able to travel to any region of the world, as needed
  • Must demonstrate the ability to work independently and as a member of the team
  • Ability to effectively interact with personnel at all levels in a dynamic work environment is required
  • Proficient with Microsoft Word, basic Excel and PowerPoint skills. Prior professional use of social media is requested but not required. 

Mandatory Requirement: Applicants selected for this position are subject to a Government Security Investigation and must meet eligibility for access to classified information, Secret clearance level.
