Roadway Design Manager

Parsons is now hiring aRoadway Design Manager

in our rapidly expanding transportation office located in Tempe, Arizona with a desire to work on creating innovative, practical solutions to various road and highway projects locally and across the country.

The Roadway Design Manager in the Parsons Tempe office is a key position and will report to the Arizona State Manager. The position includes responsibility for business development, marketing, staff development, management/ execution of alternative delivery teams/pursuits/projects, preliminary and final design of local transportation design-bid-build projects. Primary clients include local and national heavy highway construction firms, Arizona Department of Transportation, counties, and municipalities. Experience in Arizona, is highly desired.

Alternative Delivery Focused Responsibilities:

  • Serve as a design manager or technical lead on alternative delivery projects.
  • Manage interface between design and construction during bid and through project delivery to optimize innovation, value, constructability and compliance with contractual obligations.
  • Lead/manage the brainstorming and development aspect of Proposal Design and Alternative Technical Concepts (ATCs) with task forces.
  • Coordination of engineering, estimating, schedule and modelling efforts during Pursuit and Project with construction efforts.
  • Recognize and determine priority of tasks from construction and schedule work for on-site and off-site design teams.
  • Develop organizational staffing plans to support alternative delivery pursuits.
  • Mobilize company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
  • Maintain a high local and regional profile and continue relationship building with respective agencies and construction industry leads.

Arizona Practice Area Responsibilities:

  • Serve as a project manager or technical lead for the development of plans, specifications, and estimates for complex highway, interchange, arterial and corridor design projects.
  • Developengineering scopes of work, as well as providing technical guidance to the team, including subcontractors, to meet client expectations, deliverables and contractual obligations.
  • Prepare, monitor and forecast budgets/costs and project schedules.
  • Oversee establishingtheProjectManagementPlan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
  • Act as a Parsons representative with clients and subcontractors.
  • Negotiate changes to scopes of work.
  • Business development, marketing planning, engineering project proposals and project interviews.
  • Establish and maintain client contacts to strengthen current business ties.
  • Working cooperatively with National Directors and marketing in local and national marketing and production efforts.
  • Assist Arizona State Manager to recruit, mentor and develop staff to grow the Tempe office.
  • Assist Arizona State Manager to develop and maintain workload plan for the Tempe office.

Qualifications:

  • 4-year Bachelors degree in Engineering or related technical/business field from an accredited institution.
  • 10+ years of relatedengineering design and management experience on large complex road and highway projects including design-bid-build and alternative delivery projects/pursuits.
  • Must have considerable DOT and municipal agency experience delivering federal-aid roadway/bridge projects.
  • ProfessionalEngineeringregistrationin Arizonaor ability to acquire within 3 months of employment is required.
  • Proficient in Microstation and InRoads SS2 and/or SS4. Microsoft Office Suite, scheduling software, Bluebeam or Adobe, and ProjectWise.
