Parsons is seeking a senior level technical advisor to assist the Missile Defense Agencys (MDA) Terminal High Altitude Area Defense (THAAD) Chief Engineer (CE). In this role the successful candidate will work with and directly support the THAAD CE in his role as the Project Offices chief technical advisor on the THAAD weapons systems production, testing, fielding and sustainment issues.
Applicable, related experience in engineering, test, production, and quality/mission assurance
Experience in technical program planning, execution, coordination
Experience in analyzing and assessing the Reliability, Availability, and Maintainability (RAM) of a major weapons system
Able to perform duties on a wide range of engineering activities related to the production, testing, fielding, and sustainment of a major weapon system.
Provide, the THAAD CE with technical analyses and assessment of the THAAD weapon systems overall systems Reliability, Availability, and Maintainability (RAM); system- and component-level compliance with performance specifications, PIDS and CIDS.
Provide technical support to hardware root cause failure investigations and analysis/assessment of corrective action recommendations.
Assist the THAAD CE with requirements definition/redefinition, analysis/selection of an existing alternatives, in support of software and system or component-level improvements, upgrades or replacement as a result of obsolescence.
Review and obtain thorough understanding of Prime Contractors Command Media, delivered plans and procedures, and assess compliance with Government requirements and directives.
Participate and provide input to Teleconferences, Program Reviews, Technical Interchange Meetings as on behalf of or in concert with the THAAD CE office; provide Executive Summaries, meeting minutes, and action items
Obtain information from the Prime Contractor as requested by the THAAD CE
Participate in selected Prime Contractor engineering-level meetings and boards
Observe key programmatic, manufacturing and test activities performed on-site or at other locations
Coordinate with other functional support areas (Quality, Safety Mission Assurance, (QSMA) and Logistics) to support the CE requirements.
Facilitate or participate in IPTs and other functional areas meetings (QSMA, Logistics, and Program Operations) as a representative of the THAAD CE
Draft, review and coordinate for the THAAD CEs approval/submission various office correspondence and weekly activity reports
Provide the THAAD CE with status updates and recommendations for issue resolution
15+ years of Engineering experience, engineering degree desired, STEM degree required
Minimum of 3 years engineering experience in support of a major, missile-based weapons system
Minimum of 3 years of Program Operations experience to include experience with an Foreign Military Sales (FMS) customer
Experienced in working in a high intensity environment with minimal supervision
Bachelors Degree in Engineering
Travel as required to other locations (travel requirement ~25% of the time)
Proficiency in performing with risk assessments and fault-tree/failure investigation and analysis
Working knowledge of DoD cyber security requirements
Familiarity with the effects of space environments on missile system performance
Prior THAAD weapons system experience desired; MDA or DOD, or missile-based weapons system program experience preferred
Aerospace manufacturing/production experience
Strong understanding of Systems Engineering principles
Experience working with a team of Engineers and Non-Engineers
Strong communication (oral and written) skills
Must be eligible to obtain and maintain, or currently possess Secret clearance.
