  • Assists in the delivery of a facilities lifecycle support to plan, program, acquire, design, and construct sustainable, environmentally efficient facilities and infrastructure; execute Missile Defense Agency (MDA) Military Construction (MILCON) and Sustainment, Restoration, and Modernization (SR/M) programs. Assists in programming and provides oversight of FMS-Japan design, construction and equipment integration.
  • Assists with aspects of the FMS-Japan technical excellence of facility projects, including coordination of technical disciplines, oversight of procurement of materials and equipment, design and construction planning assistance. Previous FMS project management experience is a prerequisite for this position. Supports FMS-Japan coordination and briefing projects and status and schedules. Travel is required.


  • Assists FD FMS Subject Matter Expert (SME) to ensure enforcement of regulations and policies as they apply to the FMS on MDA facility projects. Provides FMS-Japan technical engineering expertise for design and construction on projects.
  • Assist with all technical engineering aspects of the Facilities planning, design and construction for the FMS-Japan Facilities Program. May participate in bid analysis to help determine supplier availability and capability.
  • Assists in the development of the scope of procurement work, schedules, and budgets for technical aspects of the FMS-Japan program and monitors progress. Interfaces with Procurement and Subcontractors to facilitate procurement coordination with vendors/subcontractors and oversight of equipment installation.
  • Assists with the monitoring and tracking of critical milestones for the overall successful delivery of large complex, design and construction FMS-Japan projects, throughout the projects life cycle.
  • Assists with the development of all FMS pre-case activities including project scope, schedule, budget, along with risk, change management, safety and communications plans
  • Assists with the FMS project deliverables and budget to identify any current or potential project challenges, employing any/all engineering techniques to facilitate resolution, coordinating with Project Delivery Team (PDT) members and other technical experts, as needed
  • Assists in surveillance of design and construction. Assists in the coordination of FMS-Japan facilities project development, work classification, and configuration management of facilities and infrastructure. Works as part of an interdisciplinary technical team on the facility project and can be assigned to support other technical support groups.
  • Assists in the identification of, and analyses of FMS-Japan case funding and admin funding as related to facility requirements, ensures that facility products meet program goals/objectives, and assists in the oversite of the quality assessment process.
  • Supports efforts to ensure Government FMS technical engineering criteria and scope are met. Expedites distribution of action items following discussions/meetings with the Program Element, Senior Project Engineer, Project Manager, Contractors and Subcontractors. Understands the FMS goals in order to enhance the project work completion on time and within budget.
  • Participates as required in decision-making meetings with the Government and project management. Performs other responsibilities associated with this position as may be appropriate.
  • Requires OCONUS travel (4-6 weeks per quarter).


4-year degree in engineering (not technology) is required. A Masters Degree is preferred. Project Management experience is highly desired. 2+ years minimum of related facility engineering is required. A broad general FMS background, and previous experience in a project management role is required.


Proven ability to perform as a FMS technical engineer with project management capacities, excellent written and oral communications skills, and excellent knowledge of FMS practices and regulations are highly desired. Must have good people skills, be skilled in developing briefings, reports, presenting briefings, interfacing with senior personnel, while representing PARSONS and MDA in a professional and skillful manner.

Must be eligible to obtain and maintain, or currently possess Secret clearance.
