Job Description
The Technical Lead is a key contributor in implementing the Enterprise Service strategy and for delivering projects utilizing services oriented architecture. The Technical Lead is responsible for developing architectural blueprints/service patterns, assessing projects for the applicability of enterprise services, applying enterprise thinking to drive value beyond the current project and for delivering high quality estimates, design and project deliveries.
The Technical Lead influences application leaders, technical leads and application architects in achieving CVS Caremark strategic goals through the use of reusable, highly reliable services based on reference architecture and master data management methodologies. The Technical Lead works on one or more projects at all stages of the system lifecycle (define, design, and build). He/she will serve as an integral partner, guiding application teams to comply with CVS Caremark roadmaps and standards and to realize the benefits of service architecture.
From an operations perspective, you will lead capacity planning, disaster recovery, security vulnerabilities discussions and monitoring of the ESL application. Another element of this job is to also lead the support the functionality of the released software. This includes: system tune-up, working with other teams to triage issue as they arise, fix the issues as well as recommend and implement improvements for long term resolution.

Responsibilities:

*Lead and guide junior staff in development and production initiatives
*Lead development of service solutions with an emphasis of IBM technology stack.
*Own delivery of rest api or service-based architecture for assigned projects, providing end-to-end solutions and design details.
*Provide estimates to Demand Management process, consistently meeting or exceeding estimate quality metrics.
*Provide expertise to identify and translate system requirements into software design documentation
*Collaborate with Project Managers and technical directors to provision estimates, develop overall implementation solution plan, and serve as a lead as required.
*Provide technical leadership in developing vision, strategy, architecture and overall design for assigned domain and for solutions.
*Adhere to enterprise architecture strategies, principals, standards, policies and procedures.
*Lead teams, technical projects or programs, and has overall leadership responsibility for project architecture and design.
*Actively facilitate complex design and technical discussions, reconciling differing opinions and drives the decision-making process.
*Review and ensure architectural designs are consistent, maintainable, flexible, and cost-effective.
*Provide technical leadership and mentoring throughout the project lifecycle
*Proactively identify reuse opportunities.
*Articulate the tradeoffs, benefits and risks of all architecture and design solutions.
*Analyze and leads and/or advises incident management swat team activity. Diagnoses problems, determines solution options with consideration to business impact.
*Review and approve production turn over documentation

Required Qualifications
*5+ years application development experience with any of the technologies like java/j2ee /SOA/REST
*5+ years of experience in the role of a solutions technical lead with demonstrated experience in applying architecture blueprints and aligning projects to enterprise standards.
*Ability to multi-task and rapid context switch between applications, programs and architecture initiatives.
*Ability to assess the impact of architecture changes on the business, application relationships and information flow
*Strong understanding of the software development lifecycle - must have participated on many projects through their complete lifecycles (requirements, design, development, and launch).
*Strong ability to facilitate collaboration among senior technical team members and senior business leaders.
*Strong organizational, leadership and consensus building skills; ability to motivate and lead teams in matrix organization.
*Excellent interpersonal and communication skills.
*A strong base of experience in many disciplines of information technology, including operating systems, systems management and development tools, application program interfaces (APIs), database management systems, data warehousing, business intelligence and analytics, development methodologies, transaction processing monitors, messaging software, security, directory services, hardware, telecommunications, interoperability techniques and standards

Preferred Qualifications
*5+ years of overall technical exposure on REST, SOA, Middleware, Messaging, API or Application services
*4+ years of IBM DataPower experience
*4+ years with IBM IIB (broker) experience
*1+ years with IBM WSRR experience
*1+ years with ITCAM experience
*1+ years of experience with API
*1+ years of experience with Splunk or similar Log analysis tool
*Healthcare experience or big box retail experience is a significant plus and will be give utmost consideration.
*Experience with large-scale distributed systems using message queues, TPMs, EJB servers or other related technologies in a mobile/portal environment.
*Experience with data architecture concepts and governance, including acting as a design authority for information and data within projects and programs is preferred
*Mastery of design considerations for high volume transaction systems
*Knowledge of Portals/Intranet and mobile computing highly desirable

Education
Bachelor's Degree in Computer Science or Information Systems required

Masters preferred
