Job Description

Central Research is actively seeking a Procurement Analyst IV, Innovative Process Improvement with significant strategic process improvement experience. The focus of this position is to support the implementation of streamlined procurement processes agency-wide for our Federal client.

Responsibilities & Duties:

  • Streamline and standardize agency acquisition processes
    • Develop an e-library to include standardized procedures and templates
    • Implement standard acquisition templates
    • Standardize clause templates in Financial and Business Management System (FBMS)
  • Improve solicitor contract action review process
  • Create project plans with deliverables; Track deliverable milestones; Provide bi-weekly status reports with a variety of metrics, including risk mitigation recommendations
  • Lead process change and manage communication
  • Support reporting, communications, outreach, and change management initiatives for internal/external stakeholders
  • Collaborate with cross-bureau and office contacts incorporating input of current practices enabling development and implementation of best practices
  • Reduce processing time in agency FBMS by implementing automated technology

Minimum Qualifications:

  •  Bachelor’s degree in a recognized acquisition and/or policy related field
  • Minimum 10 years of experience including:
    • 8 years that demonstrates practicable knowledge of Federal Acquisition arena practices and procedures
    • 3 years which demonstrates practicable knowledge of acquisition/ procurement policy analysis practices and procedures
  • DAWIA Level II, FAC-C Level II or an equivalent

Preferred Qualifications:

  • Certifications: DAWIA Level III, FAC-C Level III, CFCM, CPCM certifications or equivalent

Knowledge, Skills & Abilities:

  • Mastery of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), and agency specific regulations
  • Skill and familiarity providing developing acquisition strategies, documentation, statements of objectives and business cases that support acquisition decisions; assisting with ongoing procurement policy standardization efforts
  •  Experience submitting drafts of policy or procedural documents for government review and approval
  • Ability to assess existing department metrics for meaningful measurement of organization strategic policy goals relating to full life-cycle acquisition requirements
  • Experience with the use of automated systems to track and monitor acquisition status, funding, implementation, and closeout actions
  • Excellent collaboration skills working with multiple teams
  • MS Office skills, (Excel, Word, PowerPoint)
  • Excellent communication skills, both written and verbal
