Job Description

Central research is actively seeing an Acquisition Subject Matter Expert (SME) V with Category Management expertise. The focus of this position is to increase our Federal Client's use of Category Management techniques by creating and establishing an agency wide Category Management Plan.

Responsibilities & Duties:

  • Identify strategies to streamline the acquisition process
  • Increase client’s use of Category Management techniques for beneficial strategic purchasing:
    • Implement strategic sourcing solution for non-IT and IT purchases
    • Implement and maintain agency wide Category Management Plan
    • Improve data collection and interpretation to gain granularity into agency purchasing practices
    • Collaborate with acquisition professionals, cross-bureau and office contacts regarding current and recommended practices
  • Identify the areas where strategic purchasing will benefit the Department and focus agency resources on those key areas
  • Support reporting, communications, outreach, and change management initiatives for internal/external stakeholders
  • Interface with OMB as a customer / stakeholder of agency Category Management to ensure the agency’s needs are satisfied to support OMB requirement for annual category management plan
  • Create project plans with deliverables; Track deliverable milestones; Provide bi-weekly status reports with specific metrics
  • Create communication documents as necessary to brief executives and senior leadership throughout the organization

Minimum Qualifications:

  • Master’s Degree
  • Federal experience as a contracting officer or procurement analyst
  • 20 years of experience:
    • Demonstrating master level knowledge of FAR skill in Federal acquisition
    • Providing acquisition related insight and advice to senior executive level management and leadership concerning project and program initiatives, direction and outcomes
    • Providing program management oversight for complex projects
    • Leading the development, planning and implementation of management initiatives
    • Analysis of all phases of projects from inception to closeout
    • Developing strategic solutions for agency requirements
    • Coordinating project resolutions

Preferred Qualifications:

  • Certification: PMP, DAWIA Level III, FAC-C Level III, CFCM, CPCM certifications or equivalent
  • Familiarity with Amazon Web Services

Knowledge, Skills & Abilities:

  • Master level knowledge and skill providing acquisition related insight and advice to senior executive level management and leadership concerning project and program initiatives, direction, and outcomes
  • Excellent Collaboration skills working with multiple internal and external stakeholders on competing priorities and complex issues
