Parsons Construction Group, Inc. (PCG), a division of Parsons is a direct hire heavy civil contractor that focuses on P3, Design Build & Design Bid-Build infrastructure projects in the US and Canada. PCG has world class construction expertise, capability and proven track record in self-performing a broad range of infrastructure projects. PCG is seeking a Project Business Manager to provide oversight for all financial, contractual and regulatory matters on a Bridge project. Responsible for creating and updating the financial model for the project and supplying critical financial information to the Area Manager and Company Management on a timely basis. Responsible for project change order control. Responsible for the startup, administration and closing of project field office.
Establishes a project change control procedure and monitors its implementation. This involves reviewing all incoming and outgoing correspondence and notes of meetings for the identification of changes to the contract. It also includes the determination of the cost and schedule impact and obtaining the contract change order.
Oversees billing, ensuring that invoices have adequate documentation to satisfy client auditors. Manages accounts payable and related functions.
Identifies office space and furniture/equipment requirements in conjunction with the Program Manager and makes lease and purchase commitments on behalf of the Company or Joint Venture. May manage office facility and office administration.
Reviews contracts with suppliers and oversees administration of the prime contract. Ensures a thorough understanding of the contract terms among the entire technical project team. Ensures project procurement and subcontracting policies adhere to project plan.
Serves as liaison between clients, Parsons Management, joint venture partners, internal and external auditors and funding agencies or institutions on matters related to project financing.
Prepares reports and presentations for senior management as required.
Performs other responsibilities associated with this position as may be appropriate.
4-year degree in Business Administration and/or Finance (or related field) and at least 12-15 years of experience, including prior experience in the management of and accounting/financial function on a major project.
Experience with a self-perform contractor required.
Varied experience with contracts / procurement / subcontracts / project controls / viewpoint a plus.
A thorough knowledge of Company and industry financial and contractual policies and practices is required.
Must also demonstrate excellent written and oral communications skills, and proven leadership capability. Must have in-depth understanding of all the business components within the Division and how they impact each other.
Must be able to formulate and successfully execute both strategic and tactical plans to enhance the performance of the project. Proficient PC skills, including a working knowledge of various software packages related to field of expertise, are also required.
