The Proposal Manager will manage the institutional knowledge and the database for the Proposal Development department under the direction of the Director of Proposals. You will lead proposal development. You will assist with responses to sources soughts. You will be required to develop RFP compliance matrices, proposal templates and the proposal schedule. You will assist in the preparation of resumes and past performance input requirements for proposals. You will be responsible for the proposal process as directed including coordination of proposal input from the Program Manager, Technical Experts, SMEs, Operations, Project Management and Business Development. You may be required to establish agreement on timelines and proposal deliverables from the strategy meeting and follow-up throughout the proposal development process to ensure adherence. Also, you should be prepared to manage and present current BD data at scheduled BD meetings. Additionally, you will utilize Saalex’s systems for identifying, tracking, and pursuing new business opportunities with government customers. You will ensure that information relating to potential bid opportunities, RFPs of interest and qualified targets are processed into and maintained in relevant databases such as Fed Biz Ops, Costpoint CRM (Govwin), etc. as directed. You will ensure that the database and all bid opportunities are reviewed regularly and that new information and notifications are highlighted and forwarded as appropriate.
Experience: 6+ years’ experience and a comprehensive knowledge of proposal management with previous experience in business development tracking and proposal management and development at a defense contractor is required. The successful candidate must have experience working in a fast-paced environment which includes utilizing a business development tracking system and database. You must understand what information is necessary to be captured, tracked, stored, distributed and maintained. You must have experience with Microsoft Sharepoint or Costpoint CRM (Govwin), or similar programs which track business development and proposal activities.
You must have proven experience in the proposal process in response to Federal Government RFP/RFQ/RFI and Defense Industry data calls. You must have experience in developing compliance matrices, proposal templates, proposal schedules and experience facilitating proposal strategy meetings and color team reviews. We desire experience developing boilerplate content for proposals by working with/interviewing subject matter experts from different areas of the company to develop content for proposals. You must have the ability to work well with very short deadlines. Must be comfortable working in both lead and support roles. Must pay close attention to details and be very proactive. You must have the tenacity to find answers to problems when they are not readily apparent - going that extra mile. You must be a professional team player.
Experience with OASIS and SeaPort proposals are desired.
Required Skills: You must be highly organized with excellent oral and written communication skills. You must be an expert in the use of MS Office Word, Excel, PowerPoint - most documents are created in MS Office format and converted to PDF for submission to the customer. We require experience using Microsoft and Adobe products, and be able to manage a SharePoint site. You must have interviewing, researching, writing, proofing, and editing skills. You must be comfortable multi-tasking and formatting documents and have the ability to create high quality graphics such as flow-charts, org charts, graphs and templates.
Education: Bachelor's Degree in Business, Journalism, or equivalent preferred 6-10 years
