Job Summary



Has the responsibility for preparation and administration of major subcontracts, task orders and subsequent amendments. Tasks include the negotiation of terms and conditions, analyses of price and creation of the subcontract document. Participates in teaming agreement and strategic marketing alliance negotiations between company and outside sources. Reviews client solicitations received by company and provides recommendations regarding outsourcing requirements to business management proposal team. Responsible for monitoring subcontractor's performance including the management of the deliverables and payment of invoices. Keeps fully informed on all subcontracts standards plans and policies. Prepares and supports subcontract negotiations. Ensures that the subcontract is in accordance with legal requirements, customer specifications and government regulations. Monitors subcontract performance for conformance to requirements to protect the interest of the company. Prepares and disseminates information to appropriate employees regarding subcontract status, compliance, modification, deviation, negotiation and termination. Experience in administering subcontracts in support of GSA schedules.

Principal Accountabilities
  • Manage and leverage assigned requirements by analyzing data such as historical and projected spend, purchasing practices. supply market information, customer requirements, benchmark information, etc.
  • Assist in creation of Statement of Work (SOW) with clear, concise deliverables based on the requirements of the business unit.
  • Monitor and manage subcontract performance, proactively identifying potential issues; negotiation solutions.
  • Mitigate business risk or exposure.
  • Collaborate with business partners to make key operational decisions.
  • Support Company Supplier Diversity Program -Small Business Subcontracting Plan.
  • Evaluates bids, selects, and recommends subcontractors.
  • Negotiates price, quality and services.
  • Negotiates and settles with subcontractors regarding damage claims, rejections, losses, return of materials. over-shipments, cancellations and engineering change orders.
  • Establishes sources of supply, negotiates price, delivery date, and other necessary commitments based upon authorized requisition that maintain consistency with the Program/Requisitioning requirement and compliance with Company policies and Federal Regulations.
  • Establishes and maintains systems to assure follow-up and administration of subcontract files consistent with the priorities of the requisitioned.
  • Works closely with the Subcontracts Manager to develop reports to show status of assigned section.
  • Advises Subcontracts Manager concerning the day-to-day events, potential challenges, problems, and opportunities.
  • Maintains good subcontractor relationships, working to meet socio-economic goals, and at all times acting with complete integrity.
  • Maintains Subcontracts and recommends procedural chaos to improve procurement results.
  • Supports the goals and objectives of Procurement & Subcontracts Quality Program as a part of a work group or team member.

Knowledge & Skills
  • Certified Purchasing Manager (CPM) certification or equivalent is preferred.
  • Proficiency with analysis utilizing Excel and related tools.
  • Presentation skills with the ability to inform, negotiate, and present information in a logical format.
  • Ability to create, understand and interpret contractual language.
  • Recent working knowledge of Federal Acquisition Regulations as it relates to subcontractors providing service to government entities, i.e., Department of State. Ability to organize and prioritize multiple work assignments with no supervision and performs well under pressure.
  • Establishing and maintaining interpersonal relationships, judgment and decision making, negotiation, persuasion, active listening, analyzing data or information, time management, inductive reasoning, and critical thinking.

Experience & Education
  • Bachelor's degree, preferably in Business/Finance/or related field with five (5) years of progressively responsible purchasing related experience or equivalent education/experience.
  • Two (2) years' experience in procurement or related field may be substituted for each of the four (4) years of college
  • Eight (8) years' experience in a government procurement/subcontracting environment.
  • Prefer at least 2-years contract/subcontract experience.

Physical Requirements/Working Environment
  • Works in a normal office environment with controlled temperature and lighting conditions.
  • Must be able to walk, stand, and sit for extended periods.
  • Must be able to type using a standard keyboard to communicate through e-mail and various software applications.
  • Must be able to grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders.
  • Must be able to communicate by voice and ear over telephone.
  • Must be able to distinguish color and judge three-dimensional depths.
  • May be required to lift objects whose weight may not exceed 30 pounds.
