The Proposal Manager plays a critical business development role in leading and supporting complex proposals and initial pursuit work for both single award contracts, multi-award IDIQ, and tasks orders for Federal & Commercial, CONUS & OCONUS pursuits. Develop high-impact proposal documents that are solicitation compliant and consistent with organizational brand identity standards, messaging and positioning, using existing templates and/or developing original content as needed.

Manages proposal development to integrate daily work assignments, develop project schedules, budgets, and plans, and manage personnel, finances, and facilities to achieve the proposal objectives
Manage the aspects for the success of the technical, schedule and cost performance of proposal in the developmental stages
Establish and maintain materials database and proposal file structures for the proposal writers and review teams
Analyzes Request for Proposal (RFP) requirements, prepares milestone schedules, outlines and cross references matrix to meet DI's proposal requirements
Supports the implementation of a capture work-products to meet customer requirements and facilitate development/packaging of solution designs and specifications in a concise, yet thorough manner.
Supports step reviews, color reviews, and solutions development activities, including non-standard OCONUS commercial pursuits
Coordinate with Business Development/Capture personnel, practice leaders and marketing team to gather required proposal content, including related research projects and review comments
Provide guidance and assistance to peers to support common proposal/business development processes and approaches.
Ability to expertly support proposal management and technical writing assignments.
Develop recommendations for Bid & Proposal costs to address RFP requirements and cost strategies
Establish and maintain technical and proposal libraries for DynCorp International, LLC
Act as main point-of-contact for the assigned proposal in the pre-RFP stages
Coordinate final proposal document production (in print and/or electronic format), delivery, and delivery confirmation
Perform other duties as assigned.
Knowledge & Skills
Knowledge of Department of Defense (DoD) and U.S. Government structure and agency acquisition procedures and policies, development, capture planning and proposal writing.
Exceptional capture support and proposal management skills, including hands-on proposal writing and editing skills
Expert knowledge of Microsoft Office; Microsoft Project and Sharepoint desirable
Strong analytical skills to oversee an entire proposal structure and cross-functional team
Working knowledge of SharePoint administration and production processes highly desirable
Excellent project management through clear communication, effective leadership and interpersonal skills

Experience & Education
Eight (8) years experience in business or proposal development or closely related position.
At least three (3) years in a supervisory or project manager position preferred.
Bachelor's degree in an associated discipline.
Two (2) years experience in related proposal, contracts or pricing jobs may be substituted for each year of the four (4) years of college.
Physical Requirements/Working Environment
Works in normal office environment with controlled temperature and lighting conditions.
Must be able to work extended hours, often with short notice, to meet deadlines. Extended hours may include late nights, early mornings, weekends and holidays
Demonstrate ability to work efficiently under conditions of multiple deadlines and changing priorities to produce a large volume of high-quality material with attention to detail
