General Overview

LCRA has an opening for a Senior Construction Coordinator. Preferred candidate will have experience in water supply infrastructure projects. This position is located in Wharton County. Potential housing benefit.

At a senior level, serves as an owner representative on major capital projects throughout all phases of construction. Provides expertise and leadership to ensure projects are properly constructed and the owner’s interests are protected, implementing actions to minimize the owner’s risk exposure. Works in concert with Project Managers and customers to deliver projects within the constraints of scope, quality, time and cost. Identifies and analyzes potential risks and develops strategies to mitigate identified risks during construction. Manages the project resources and contractors to prevent and/or resolve conflicts with communication interfaces and within work packages. Understands project specifications, project drawings, industry standards applicable to project implementation and has the ability to enforce these standards to ensure quality construction. Typically works on a portfolio of projects involving construction budgets between $2M and $5M. Participates in the conceptual development of a construction project and oversees its organization, scheduling and implementation. Provides leadership regarding best construction management practices. Participates in the development of standards and practices.

  • Establishes direction, identifies problems and resolves issues related to delivery of the constructed project; develops action plans to remedy items where needed. In coordination with more experience staff and management resolves conflicts with vendors, contractors and project team members.
  • Maintains heavy involvement with coordination and scheduling of field teams and related resources, including quality control, site safety, schedule and cost control, vendors and suppliers.
  • Maintains a working knowledge of all applicable construction and material contracts.
  • Assists the Project Manager in providing input to contract bid proposals and bid evaluations as required. Partners with supply management to interview and select outside contractors and provides input to service agreements (contracts). Provides input regarding modifications, change orders and other impacts. Provides information to the Project Manager as needed to revise project scope, schedule and costs.
  • Ensures appropriate records are maintained related to the construction activities, providing project documentation and tracking all changes to project parameters. Interfaces with project control staff.
  • Maintains effective communications and interfaces with and between individual control work packages; resolves conflicts between interfaces; coordinates activities of project team and construction parties throughout project initiation, startup, execution and closeout. Initiates prompt corrective action to get project back on track, when necessary; monitors and reports results of action.
  • Provides technical input and serves as a planning resource for the construction work packages. Acts as a liaison during the construction scheduling process between Construction and PMO.
  • Approves or recommends approval of project expenditures and maintains budget focus.
  • Travels independently or with a small team to construction project sites as needed.
  • May manage projects in addition to construction management duties.

Minimum Qualifications

Nine or more years of experience in construction management relating to the area of construction specialization required to perform the job, including two or more years supervisory or contractor management experience. A degree(s) in construction, engineering, project management or relevant field may be substituted per LCRA guidelines for certain years of experience.
