Watermark seeking a qualified Chemical Biological Defense Analyst in Lorton VA to assist with providing Assistance and Advisory Support (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Technologies Department, Digital Battlespace Management Division (RD CBI). The candidate will provide subject matter expertise and project management support to the client for developing tactical applications and mobile decision support tools for chemical and biological defense.
In this Position you will…
Provide subject matter expertise in counter-WMD (CWMD) tactics, techniques, and procedures to inform the development of tactical applications, mobile decision support tools, modeling and simulation software, and data analysis programs;
Draft presentations and informational papers for senior DTRA staff on the status of current and future projects and initiatives for CWMD tactical applications and mobile decision support tools;
Assist with monitoring and execution of CWMD projects to include review of project statements of work (SOW), cost proposals, monthly reports, quad charts, and financial reports;
Support management of extramural research programs to include contracts with industry and government performers;
Provide project management and acquisition support for CBRN programs;
Assist with budget planning and analytical support;
Provide support with executing technology transfers for CWMD programs including involvement in technology quarterly reviews (TQRs) and monitoring of technology or data transition agreements;
Provide technical expertise and support for proposal evaluations and project technical progress reviews;
Assist with developing, planning and facilitating new and current research projects with performers in both CONUS and OCONUS regions; assisting with special projects, key meetings, and tasks as required to support Science & Technology Managers (STMs);
Review and evaluate scientific and technical white papers and proposals; and performing other duties as required.
Active / current DoD Secret clearance
Experience with Department of Defense CWMD operations and doctrine;
Ability to learn quickly and adapt to ever-changing tasks, assignments, and requests;
Ability to prepare formal documents and briefings of a technical and programmatic nature;
Ability to communicate goals and objectives to senior members of the government;
Ability to lead work independently and in a team;
Experience with Department of Defense tactical systems such as Nett Warrior, ATAK, and/or MFK
Ability to analyze and monitor a science and technology R&D program (multiple projects) and respective project performers.
