The Human Resources Manager position in the Rockville, MD CNSI office will perform HR Generalist and Employee Relations responsibilities, lead HR Compliance and AAP responsibilities for the U.S. locations, and serve as the HR Business Partner for the Operations & G&A organizations. As part of this role and in conjunction with the Human Resources team, the HR Manager will work closely on all employee-related matters for Rockville, serve as a point of contact for managers within Operations & G&A functions on people and organizational related matters, ensure compliance to policies and regulations, and provide overall leadership to building a productive work environment and a culture of respect and engagement. Will also partner with legal and outside counsel on employment and immigration matters.
Serves as lead HR generalist and Business Partner for the Rockville office location, partnering with HR Leadership Team, HR Operations, Recruiting and Learning and Development teams to promote human resources strategies for CNSI.
Works cross-functionally with the Technology and Operations teams, working closely with senior management and leaders.
Handles all employee relations matters for the Rockville office and metro area, working with managers on performance-related matters.
Analyzes exit interview data for employees, working closely with HR team to determine corrective action plans and provides recommendations on continuous improvement initiatives.
Serves as main HR point of contact for Rockville employees.
Works as liaison with Legal team on immigration-related matters for Rockville employees.
Leads HR Compliance and Affirmative Action Plan activities for U.S. locations
Ensures employee and organization compliance to federal and state regulations regarding employment.
Assists in supporting management by providing human resources-related advice, counsel, and decisions; analyzing information and applications.
Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organizational values.
Creates comprehensive and effective change management strategies to mitigate risk and ensure project success.
Uses HR and project experience to confidently question the status quo, challenge assumptions, and make course corrections where necessary.
Leverages broad HR knowledge and experience to ensure compliance to policies, procedures and regulations.
Translates strategies into current and future action plans.
Addresses business issues which are beyond immediate needs.
Handles work situations which deal regularly with future business issues.
Synthesizes many perspectives or conflicting ideas.
Partners with key managers and stakeholders and analyzes issues and problems from the customer perspective.
Manages internal customer relationships for long-term value.
Plans performance measurements to meet organizational goals.
Requests and gives both negative and positive feedback.
Assists in encouraging and facilitating the development of a significant knowledge base in the Human Resources team.
Conducts performance evaluations and corrective action plans, measuring key performance indicators (KPI) while coordinating with Human Resources leadership.
Responsible for administrative functions for direct reports (if applicable) related to recruiting, training, developing inter-personal skills among team members, conducting performance and annual reviews, setting SMART goals, recommending salary increases and adjustments, ensuring timekeeping compliance, and taking disciplinary actions when necessary.
Helps resolve conflicts affecting people and project priorities.
Bachelor’s Degree or Master’s Degree with 8 – 10 years of overall HR experience (Preferred Majors: Human Resources, Organizational Development, or a closely related field).
Minimum of 5+ years of Employee Relations and HR Business Partner experience.
Prior demonstrated experience required in HR Compliance, developing Affirmative Action Plans (utilizing external vendor) and implementing initiatives to improve outreach and compliance.
Experience with HR Technology Systems and Tools.
Proficient in Microsoft Office product suite with advanced skills in building management presentations and utilizing Excel.
Outstanding ability to manage relationships and balance customer, project, organization, and team needs to ensure mutually beneficial outcomes.
Excellent consultative skills and ability to communicate effectively across varied stakeholder audiences, including senior organizational leaders.
Possesses strong strategic orientation, analytical skills, critical thinking ability, and evaluate broad impacts of work.
Demonstrated leadership capability, including ability to lead, influence, and motivate others in the work group.
Proven ability to work with minimal guidance, manage multiple priorities simultaneously, and take initiative even under unfamiliar or ambiguous circumstances.
Comfortable working in a high volume, fast-paced, rapidly changing, results-oriented work environment.
Must be able to develop and clearly and concisely present to multiple levels of management.
Must be well organized, able to prioritize work, manage time effectively, and follow through on commitments.
Experience in effective change management techniques and implementation.
Possesses broad knowledge covering multiple Human Resources functions.
Experience with organizational design and process improvement.
Will require some travel to project locations, 10-15%.
Will require travel to all CNSI and client site locations within Metropolitan DC/Baltimore area for periodic meetings with employees and managers.
