JOB SUMMARY

The position requires a minimum of five (5) years of experience and background gained as a result of working with the variety of processes and elements associated with the Program Management and Financial Management of supporting acquisition of industry services for Naval ship systems and equipment. Must have the ability to schedule, budget, and oversee the quality of all tasking elements. Ability to research and collect data, analyze problems and recommend solutions. Experience in assembling and preparing documentation and reports to support and reflect progress on requirements, goals, objectives, action items, upcoming events, issues and concerns. Must demonstrate strong interpersonal skills including ability to communicate, both orally and in writing, and proficiency in writing reports and instructions. Be able to brief senior leaders on assignments, 5 years minimum of Program Management experience focused on managing and leading personnel in Program Management and Financial Management disciplines supporting challenging Navy and Federal Government program/projects. The necessary Experience ranges from financial tracking systems design and development support; detailed financial trade-off studies analysis; research/analysis/improvement of current business/financial processes; embedded systems analysis and testing for modern program and financial problems and impacts; contingency planning; facility and security management support. Candidate must possess considerable technical expertise in Navy Delivery Order and subcontractor administration.

Candidate must possess broad management experience with DOD contracts to include planning and assignment of tasking, management of task execution – forecasted vs actual, tracking budgets, invoices and actual cost expenditure data, supervising personnel and interfacing/coordinating with Government contracting management personnel, assigned technical COR and/or Task Order Managers.

Candidate must possess extensive experience managing a large executing workforce responsible for performing multiple Program, Financial and Administrative functional areas of support in a variety of technically challenging projects, develop project staffing plans, and work breakdown structures.

EXPERIENCE:

The experience base shall reflect knowledge and familiarity with Program Management and Financial Management (as it relates to services and applications supporting various ship systems and related projects. Candidate for Program Manager will have the responsibility of reviewing and approving the work performed by program staff, as well as maintaining liaison with Government and other contracting personnel.


EDUCATION:

This position requires a minimum of a baccalaureate degree from an accredited university with a major in Business Administration, Operations Management or a quantitative technical field, such as Engineering, Mathematics. PMP Certification is desired.
