Job Description

PROJECT OVERVIEW:

Provide program, integration, and analytical support to CNIC N3AT Force Protection program including drafting policy, doctrine and oversight processes, and management planning.

JOB DESCRIPTION AND RESPONSIBILITIES:

Assist N3AT in oversight and guidance for all Antiterrorism, Physical Security and Law Enforcement programs for CNIC Regions and Installations.
Review / draft / revise CNIC N3AT policy.
Review and provide comparative analysis of current senior level policy, guidance and Directive Type Memorandums (DTMs) and recommend changes to ensure CNIC N3AT remains compliant.
Assist in DOTMLPF analysis and identification of associated impacts to CNIC N3AT for new and revised policy and doctrine and other emerging programs.
Review and analyze Waiver and Exception Requests as related to policy and doctrine and provide results and recommendations for review and final decision.
Support design and utilization of the gateway G.2.0 (G2)/INAVY as the primary method to share, disseminate and archive data across the CNIC N3AT Enterprise. Additionally, the contractor shall manage the current N3AT knowledge sharing sites, including the CNIC N3AT Gateway page and the CNIC N3AT Gateway Team Site. The contractor shall provide recommendations to CNIC N3AT leadership on ways to increase communication, knowledge sharing and document control through use of the Gateway pages and/or other knowledge management sites.
Assist in the identification and implementation of DON Integrated Logistics Support (ILS) requirements to include the identification of the processes and procedures to be utilized across the CNIC N3AT Enterprise.
Support CNIC N3AT in the integration of ILS across the current standard tools and procedures within the CNIC N3AT Enterprise.
Support CNIC IPT efforts as required and may include an analysis to define requirements, and concepts and identifying alternatives for integrating NSF Status Reports.
Support the identification and implementation of methods to determine optimal staffing of NSF personnel to support resource allocation decisions and priorities.
Provide technical and logistical support to CNIC N3AT headquarters, regional, and on-site personnel in support of the CNIC NSF Ashore AT/FP Equipment Program via telephone and e-mail.
Provide Physical Security Equipment Management support.
REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

Active Secret Clearance
U.S. Citizen
Bachelor’s degree and four (4) years applicable experience, or a master’s degree with two (2) years applicable experience, or an AA degree with five (5) years applicable experience. Equivalent experience may be substituted for the college degree requirement (in which case six years of experience is equivalent to a master’s degree, four years of experience is equivalent to a bachelor’s degree and two years of experience is equivalent to an AA degree.
Extensive and current knowledge of Navy Force Protection Antiterrorism, and Security Program requirements, concepts, methodology and training requirements.
Extensive and current knowledge Lean Six Sigma concepts and methodology of analysis.
Extensive experience in providing command level briefings and doctrine.
Extensive and current knowledge in management principles, concepts and techniques, project management, website and data management, data plans, project tracking, document management and the Command, Control, Communications and Computer Intelligence (C4I) suite.
Extensive and current knowledge of integrated logistics support (ILS) processes and procedures.
Extensive and
current knowledge of NAVFAC ATFP policies, procedures and processes.
Possess extensive and current knowledge of information management systems and their effective application to Navy force protection programs.
DESIRED SKILLS AND QUALIFICATIONS:

Experience in Navy Force Protection or law enforcement.
Experience on a Navy headquarters staff.
Experience on CNIC HQ, Navy Region, NAVFAC or Installation staff.
WORK LOCATION: CNIC Headquarters, Washington Navy Yard, Washington D.C.

TRAVEL: less than 10% (2-3 trips per year/ 5 days each)
