Job Description


The Deputy Chief of Naval Operations for Operations, Plans, and Strategy (OPNAV N3/N5) organization requires management support services and analytical support to the N3/N5 leadership to facilitate strategic, analytical, technical, programmatic support, data collection, policy review, concept development, and process research.


Provide innovative, effective, and increasingly efficient editorial, research, analytic, strategic planning, and project management expertise to support the development, implementation and evaluation of Navy strategy documents; ensure alignment of Navy strategy with NATO and other strategic documents; and provide Navy inputs to NATO, National, DoD and Joint strategies and guidance documents. Required activities include:

Conduct research and strategic analysis to assist the development of strategy documents, including developing, organizing and promulgating decision support materials. Provide technical analysis, planning and execution related to document review, approval and release;
Provide research, analysis, and program management expertise related to strategy and guidance document review, approval and release, including collecting and tracking edits and comments, developing and managing comment resolution matrices, and recommending adjudication actions following draft reviews;
Assist in the development of decision materials for senior leader discussions and decision-making evaluations; and, including PowerPoint Briefs, Action/Information Memoranda, point papers, talking points, draft correspondence and strategic messaging materials;
Assist with tracking, developing informed and coordinated responses, and completing designated tasks in the various OPNAV and Congressional tasking systems;
Coordinate, produce and promulgate meeting agendas and notes in support of the above activities.

Security Clearance: Secret

Secret clearance.
Master's Degree specializing in international relations or government.
Five years' experience in analytic support and strategy and policy analysis activities.
Familiarity with current NATO, Service, Joint, DOD capstone strategy and policy documents.

Experience operating in NATO and U.S. Echelon II and higher staff levels.
Experience with NATO, OPNAV or SECNAV staffs.
